Position Paper • The Service Directive means a new paradigm to public authorities. • We cities have to fulfill the requirements of the Service Directive. • Tomodernisethemunicipalauthoritiesitisusefulltochangemorethantheminimumrequriement of the Service Directive. • We cities understand the service Directive to modernise our authorities in the sense of the Digital Charter.

Service Directive – newparadigm • From a cities perspektive itcouldbeusefulltoestablish a municipal front office, becausethe Front Office totheapplicantis not onlythe PSC. • Thereare also directrelationships, forinstancethe administrative decision

Service Directive – newparadigm • Eurocitiesappreciatethepradigmshifttoeasetheusage of authorityservicesforthebusiness/citizen: • Minimizethetransactioncostsforthebusiness/citizen • EstablishingPSC‘sforcertainrequests • The citiesshouldknowabouttheneedtoanalysethe administrative proceduresbehindtherequeststo find out whichauthoritieshavetocooperate in a specificsituation. • The citieshavetoknowaboutthe legal regulationfortheirmemberstates (forinstancetheSaxony PSC act)

Answer following questions for your municipality: • How the end user and/or the official PSC will be informed wich application forms has to filled in and which documents should be provided? Are all information provided? • Knowledge about the relevant administrative procedures.
