Past and Present Past: • The work for the victims of domestic violence has begun years ago: • Crisis Operation Services (EKH) • Model Experience(ICSSZEM): • National Crisis Operation and Phone Information Service (OKIT) • RegionalCrisisNetwork • Secret house Present: • The institutional system that has been created in the frames of theModel Experience (ICSSZEM) has been continuously extended and enhanced with new elements, renderinghelp to victims of domestic violence.

National Crisis Operation and Phone Information Service (OKIT) • Operates since the 1st of April 2005 • Calls are free of charge, phone line covering the whole country: 60/80-20-55-20 (In 2007, 72 987 calls were registered) • operates on the base of professional protocol (endorsed in 2007) • Co-workers are professionals and are specialized on the field of domestic violence, with a diploma andwith a knowledge of foreigner languages • Target group: persons being in crisis primarily due to maltreatment in the family • Tasks: • Dealing with cases demanding prompt intervention • Dealing with cases not demanding prompt intervention –Cooperation with the Regional Crisis Network • Diary

Regional Crisis Network • In 2004, theModel Experience (ICSSZEM) has called for tenders in 7 regions and in Budapest for temporarily homes for families • From the support the awardedorganizations have created real estates and premisesas to enable the prompt accommodation of victims • The awarded organizations took part in a 3-days long training on theory and a 3 days long training on practice. • The Network is operating since the 1st of January 2005

Regional Crisis Network • On the 1st of January the town of Mosonmagyaróvár has also joined the Network • In 2008 the Network has extended (Debrecen, Szolnok) • The victims reach one of the institutions of the Network through the National Crisis Operation and Phone Information Service (OKIT) or through another alarm system • The crises centers are sustained by local governments, civil organizations and churches • The victims may resort the crises treatment for 1 month. If needed it can be extended with another.

Regional Crisis Network • Activities, methods: • creation of work page, security plan, getaway plan • Cooperation • case coordinator, person in charge of the case, family attendant, police • With children, and with adults • psychologist, jurist, advertisement on children nursing, creation of a playroom

Regional Crisis Network • Crisis ambulance: 1st of November 2007. • Target group: victims who need information, but do not require accommodation • Levels of attendance: • alerting • getting into contact • talking about options • arrival, accommodating • making the first interview • team discussion • case conference (if needed) • developing the activity plan • controlling • closing the work process

Regional Crisis Network • Data: • In 2007 the 9 crisis center and the secret house has attended 1376 persons • In 2007 the number of families resorting to the attendance has increased • Organizing conferences and „profession days” are still expected from the crisis • The 98% of the clients has got into the system due to real problems

Regional Crisis Network • Desired goals: • In a short run: • safe accommodation • continuous attendance • quick involvement of professionals • representation of victims • In a long distance • elaboration of alternatives for effective solutions • elaboration of a system available to everyone • Development and maintenance of contact system,

Regional Crisis Network • Direct goals: • Rendering prompt help • Indirect goals: • Calling the attention of the society • To stop dealing with maltreatment as a taboo • Involvement of other organizations The task of the Ministry of Social Affaires and Labour: creating laws and orders, ensuring sources, shaping public opinion

Regional Crisis Network • The target group of the sample program: • Direct target group • women, mother with children, single men who have been maltreated and maltreated families • Indirect target group • The family members of maltreated persons, relations, neighbors, educational and healthcare institutions

Shaping Public Opinion • The start of the informational program 2005. • calling for attention • TV spot • in 2006 every regions has made a TV spot on the topic • Organizing a family group conference • perpetrator, victim, the involvement of the closer environment into to solution process • Campaign: • 5/2005 recommendation of the European Council in 2007 • organizing a Roadshow • calling for the blue ribbon tender award

Future • Expansion of the Network • Starting the „exit from the house model” program: • families coming out the crisis attendance • 3 conditions must be fulfilled: • Recorded working place • Participation in a pre-economical program • Written plans for the future • Possibility of renting a flat. In the first 5 years free of charge, afterwards on discount price. The program is supported by the Ministry of Social Affaires and Labour with cooperation of local governments

Future • Development of Methodology Center (2009.) • Professional supervision: Ministry of Social Affaires and Labour • Tasks: • observing thesituation of domestic violence • making professional connections • preparation of methodology • shaping public opinions • participation in the supervising process
