  4. MUNICIPALITY OF PATRAS • 160.446 inhabitants (2001) **As of 1st January 2011: 202.757 inhabitants • Main administrative, economic, commercial and cultural centre of Western Greece • Port of Patras is a very important entrance from South West Europe (both commercial & passenger)

Energy Policy of Greece • priority and top objective is to safeguard and manage energy resources in a manner which secures the smooth, uninterrupted and reliablesupply of the nation’s energy needs and access for all users to affordable, secure energy • to secure energy stocks, through alliances and alternatives energy sources and routes in order to ensure the supply of the domestic market and protect consumers in the case of emergencies. • the viable and sustainable development of the energy sector from the stage of production to the end-use while protecting nature and safeguarding the environment.

National Energy Data System The objective is to develop a computer tool regarding developments of the national energy strategy as well as establishing a service providing information to the general public. The main sections include: • info on the competent organizations, legislation and standards. • A date base with statistics regarding production, processing and consumption of energy. The presentation of such statistics facilitates their use for the compilation of analysis and reports on the energy system. • The Geographical Information System deals with charts of energy networks, sites of installations, fields as well as detailing the capacity of Renewable Energy Sources.

  10. Independent RES Service An independent RES service has been established (Law 3851/2010). It’s tasks are: • Information to investors on the institutional, legislative, fiscal and financing framework which are necessary for the licensing procedures for investments in RES as well as for their participation in various investment programmes. • Provision of one-stop shop service regarding the licensing procedures of RES projects. (this has not yet been established) • Assistance regarding difficulties that may be encountered during the licensing procedure or any other procedure related to the development of a RES project.

Regulation on Energy Efficiency of Buildings It establishes an integrated energy planning in the building sector : • Study on the energy efficiency of Buildings Obligatory for every building above 50 m2 new of under extensive renovation (design, nutshell, electrical and mechanical installations, comparison with a reference building) • Minimum demands on energy efficiency of buildings • Energy classification of buildings (Certificate valid for 10 years – for every building above 50 m2 new or under extensive reconstruction, existing buildings when are sold of hired, as well as the public buildings. It includes the result of Energy Audit with recommendations for improvement of the building energy efficiency) • Energy Auditof buildings, boilers, and heating and air condition installations (private Energy Auditors controlled by a special unit of the Ministry of Environment, Energy and Climate Change) Expected Benefits • Reduction of functional and maintenance costs for buildings • Revitalisation of the building activity • New jobs • Improvement of quality of life • Reduction of green house gas emissions • Energy savings
