Where have we been? • Program launched in 1999. • Piloted in 2000 – Oklahoma and Alaska • 2001 marked the first year of rolling out the program • Tier 1 Assessments - 72 facilities to date. • Tier 2 Assessments – 38 Facilities (only 2 in FY04) • Numerous assistance site visits (e.g., before or after Tier 1). • Identified 925 findings total: • a) Closed – 605; b) In-progress of Closing – 237; c) Open - 83

Trend: NOAA's Shift to EMS and SEMS • Let’s look at the root cause of our findings. • We use the MERT system: • M – Management • E – External Force • R – Resource • T - Training • A program in its infancy (Development) stage could expect most root causes to fall within the Management Emphasis grouping. • As the program matures(or in the Implementation stage), the root cause trend should gradually shift toward Resource and Training • Ultimately, the program reaches “Sustainment” when all root causes are attributed to External Force.

Recent Developments • NECSAS team met in May of 2004 • Tier 2 rules and process were developed • Updated WHAM to address: • Access, LOCAP comment, and changing finding status • WHAM web based and CD training for WHAM users • In the process of evaluating tablet PC to conduct assessments. • Tier 3 Questionnaires & VFA integration.

  17. Recent Developments Tier II Business Rule Discussion Points Who will conduct Tier II’s? RECO/RSM What type of QA process will be used if any? NECSAS PM/Contractor PM ensure proper naming of database/photos prior to upload. No other formal QA process prior to upload. Who will upload to WHAM? NECSAS PM/Contractor PM Will there be a review of findings on WHAM? Facility Manager and LECO will have 14-days to review Tier II findings following upload to WHAM Track findings to closure? Yes. LECO, in conjunction with facility manager, will use existing LOCAP function.

  18. Recent Developments Tier II Business Rule Discussion Points - Continued • Definition of a repeat finding? Would Tier II finding be repeat if identified during a Tier I, and vise versa? • A previously identified finding is again identified during a subsequent Tier I or Tier II assessment. Assessor(s) will only use the previous assessment in evaluating the existence of a repeat finding. • Time frame for completion of Database and upload to WHAM following completion of site visit? • RECO/RSM Team has 30-business days to complete the development of Draft Tier II database. • Training on the process? • NECSAS group recommended funding a three day training class by reducing the number of required Tier II assessment in FY 04. Training would be provided to all RECO/RSM’s and others (new LECO’s/CECO’s etc)

  24. What to expect in FY05 • See attached spreadsheet • This list was emailed to all LECO, RECO, and RSM on 10/14/04. • Tier I Site Selection – Nominate your facilities. Our FY05 NOAA target is 25 to 30 facilities. • Tier II Site Selection – Coordination between LECO and RECO/RSM. • Tier II will not take place until after the RECO/RSM have received training. • Tier III questionnaires.
