SIBIU • Sibiu (Hermannstadt in German) was the largest and wealthiest of the seven walled citadels* built in the 12th century by German settlers known as Transylvanian Saxons • Sibiu is home to the first hospital in Romania (1292), the first pharmacy (1494) and the oldest museum in Romania, the Brukenthal Museum, opened in 1817 • The historical centre includes the Great Square, Huet Square, the beautiful Passage of Steps connecting the upper town to the lower town, the well-known Bridge of Lies, Goldsmiths’ Square and the Small Square. • Population: 170,000Inhabited since: 300 BCFirst documented: 1191 AD

INVITATION • The National School of Public Health, Management and Training in Health, Bucharest, together with Sheffield Hallam University, UK, has the pleasure to invite you, to the final dissemination conference of the DECiPHEr project - Developing an evidence-based approach to city level public health planning & investment in Europe, a EU financed project, under the Leonardo da Vinci, Lifelong Learning Program, that will take place in Sibiu, at Hotel Hilton Dumbrava, on Tuesday 07.09.2010. The project has as partners besides the research and training institution the cities of Turku, Finland; Udine, Italy; Sheffield UK; Helsingborg, Sweden. • The project developed an instrument to estimate the impact of investments in different public health interventions at city level, for the reduction of cardiovascular disease such as stroke and MI and the reduction in costs due to these intervention. Also a VET training program was developed to help city level decision makers to understand the importance of the problem and be able to use the SHEFTOOL in the decision making process.

DECiPHErDeveloping an Evidence-Based Approach to City Level Public Health Planning and Investment in Europe • A LEONARDO DA VINCI TRANSFER OF INNOVATION PROJECT • Under the Lifelong Learning Programme • It started 01 October 2008 and ends on 30 September 2010 • Partners : Sheffield Hallam University (UK), National School of Public Health, Management and Professional Development (Romania) and the cities of Sheffield(UK), Turku (Finland), Helsingborg (Sweden) and Udine (Italy)

DECiPHEr • Aim: to systematically inform city planners & decision makers of the relative cost-effectiveness of different types of municipal & health investments on shaping the lifestyle of the community and thus reducing the level & burden of disease. • Objectives: • 1- to transfer an innovative modelling tool, designed to predict the impact of population level risk reduction on the cost of acute CHD related hospital admissions and death rates over a five-year period to be used to assess the impact of City level investments on lifestyle issues such as exercise, diet etc and subsequently risk level and the burden of disease. • 2 - to transfer aninnovative VET programme, designedforpublichealthspecialists, tofacilitatethe use of theriskassessmenttool in the decisión makingprocess in City planning and investmentdecisions

The DECiPHEr project is coordinated by Sheffield Hallam University. The project partnership brings together two academic institutions (Sheffield Hallam University and The National School of Public Health, Management and Training in Health, Romania), together with four City authorities drawn from the World Health Organisation (WHO) European Healthy Cities Network.

Investment in health (continued) • The project is co-funded by the European Commission, under the Leonardo da Vinci, Lifelong Learning Program. • During the project partners have developed an innovative VET programme for City-level Decision Makers and Public Health Experts, to equip them with competencies, knowledge and skills to enhance their decision making regarding city level public health investment and planning. • Another innovative outcome of the DECiPHEr project is a multidisciplinary prediction tool - Sheffield Health Effectiveness Framework (SHEFTOOL). The tool provides information on relative cost-effectiveness of different types of municipal and health investments on saving healthcare resources, reducing preventable deaths and hospital admissions due to Cardio-Vascular Disease.
