Mississippi Coastal Improvement ProgramBarrier Island Restoration • Project Scope • Restore eastern shoreface of Cat Island • Comprehensive Restoration of West and East Ship Islands, MS • Fill Camille Cut, a 3.5 mile wide breach between the islands (Phase I and II) • Restore the southern shoreface of East Ship Island, MS (Phase III) • Install native dune vegetation and sand fencing on the newly placed sand (Phase IV) • Pre-, During, and Post Construction Monitoring of shorebirds, Gulf sturgeon, submerged aquatic vegetation, waves and currents, salinity, turbidity, shoreline response etc. Total Costs $ 439,000,000 Status Cat Island – TBD Dates below are scheduled for Ship Island Phase I Award 29 Apr 2015 Phase II Award 7 Mar 2016 Phase III Award 3 Nov 2016 Phase IV Award 10 Nov 2016 Phase V Award 5 Jan 2017 Project Complete 24 Aug 2017 Monitoring Pre-Construction: Ongoing During Construction: Apr 2016 – Aug 2017 Post Construction: Sep 2017 – Sap 2027

Mobile Execution Reality • 63% of program by contract amount, 39% of program by actions executed in last quarter • Reimbursable customers (MEDCOM, BCE/DPWs, LATAM, IIS CONUS) represent 50% of total program…requirements frequently undefined and unfunded until late in FY • Heavy reliance on standing contracts and 8a • AE IDIQs • CONUS Construction MATOCs • LATAM Construction MATOCs • 8(a) Construction SATOCs • Strong competition within MATOCs (many as SB) pools; few protests • Extensive regional sharing of contract capacity (w/in SAD & w/HNC) • SAM historically exhausts capacity of its contracts
