  3. Present situation Country and Dates NWG: • The national working groups have been established. The table shows the meetings carried out from the beginning of the project RWG: • Meeting in December 2009 and the present meeting In association with Ramboll, Milieu & Tethys

  4. Purpose of the working groups • National working groups and a regional working group on maritime safety, security and pollution prevention should be established in order to facilitate dialogue and promote sharing of experiences (learning from each others) between the beneficiary countries on the above-mentioned issues In association with Ramboll, Milieu & Tethys

  5. The following objectives have been defined in the N/RWGs This dialogue is therefore aimed at improving: • Cooperation; • Coordination; • Supervision; and • Follow-up on maritime issues of regional interest. In association with Ramboll, Milieu & Tethys

  6. Cooperation Cooperation is about sharing situations of conformity vis a-vis: • International conventions on maritime safety, security and pollution prevention; • International guidelines regarded as recommendations: PSC and other IMO/ILO guidelines; • Regional initiatives as MoUs for PSC; • Or European regulations regarded as recommendations • Or industry high level standards as ISGOTT or SIGTTO • Or other regional or national initiatives regarded as best code of practice In association with Ramboll, Milieu & Tethys

In order to cooperate in these sectors • A national assessment of the state of compliance (or conformity) must be carried out • With the help of the SASEPOL project a statement on the level of ratification has been carried out in each country • Ratification is not enough • we have tried to assess the effective implementation, called enforcement, this is more sensible and • The NWG will ensure this permanent assessment with the help of the SASEPOL project until its completion as part of a Regional Action Plan In association with Ramboll, Milieu & Tethys

Coordination • As all IMO/ILO members (all the countries are IMO/ILO members) are supposed to follow the international conventions which they already abide to or intend to ratify... • Members are supposed to apply the same procedures as they are published as guidelines under IMO/ILO • Implementation of international conventions is the minimum requirement for all maritime countries • The standard is the first step in the coordination • Any improvement will be shared (on a voluntary basis) via the RWG following a statement and model of a National Action Plan proposed by the NWG which can then subsequently be included in the Regional Action Plan In association with Ramboll, Milieu & Tethys

  9. Supervision • Any Action Plan (National or Regional) cannot be effective without a process of supervision and follow-up • What is supervision in this case? It can be: • To verify if the IMO/ILO instruments are really implemented • To verify if the results expected are sufficient enough to first correct and later to improve if possible all our activities on safety, security and pollution prevention from our industry • This is commonly called an audit In association with Ramboll, Milieu & Tethys

Follow-up • Follow-up is a permanent task of a group or designated person to ensure that the Action Plan is followed correctly in terms of time and with the correct resources. • « Following up » is also a role of adaptation or moderation in actions in case of modification of the conjoncture i.e. the instant situation In association with Ramboll, Milieu & Tethys

All these activities cannot operate without an information system • If the project has a proper information system, the live of the above actions will have to include an information system • Existing systems of information pertaining to different regional initiatives must be used. • The SASEPOL project will promote the participation of information events with the same objectives as the framework for Maritime S&S In association with Ramboll, Milieu & Tethys

Conclusions • In order to achieve our goals of improvement in the maritime industry in the areas of BS and CS (this is the main goal of course) and following the project’s ToR, the activities of the NWGs and the RWG are: • To monitor conformity/compliance; and • To establish a system to share information and inform each other • Also known as a MONINFO system In association with Ramboll, Milieu & Tethys
