EH-TAP Environmental Health – Technical Advice for Planning Applicants (EH-TAP) Paul Travis James Langley January 2017
What is EH-TAP? • Professional advice and expert knowledge on potential adverse effects upon health and/or general amenity: • Air Quality • Contaminated Land • Noise and Odour • EH-TAP helps find solutions to technical issues • Different levels of advice depending upon nature of proposal and environmental issues of relevance
Why is EH-TAP required? • Shared aim to ‘get it right first time’: • Save time and resources • As a consultee we are not able to sustain provision of a technical advisory service (above and beyond our consultation responses) • The Planning ‘Pre-App Advice’ service has limitations which EH-TAP helps address – specialist technical advice
Key Features of EH-TAP • Different levels of advice: • Preliminary: initial scoping, identifying potential adverse impacts/effects • Packaged: 3 packages including review of draft reports, up to an ‘all inclusive’ option • Main benefits at pre-application stage but can sometimes be utilised at other times • Can also be included as part of a Planning Performance Agreement (PPA)
Main benefits of EH-TAP • Expert consultee advice to help identify, understand, and seek to resolve relevant issues • Collaborative and open approach taken with developers/agents at an early stage in the development management process
Main benefits of EH-TAP • Services charged at cost: no profit margin or shareholders • Reduced likelihood of requests for further information at application stage – resubmissions etc. • Reduced risks that proposed development could cause or be affected by pollution – future complaints etc.
What are the fees? • Our fees start at £70 (ex. VAT) for Preliminary EH-TAP. • Packaged EH-TAP is available to suit different projects/stages of development from £210 ex. VAT • An ‘all-inclusive’ packaged option including preliminary advice, right through to appraisal of a technical report and consultee opinion. £490 (ex. VAT) (discounted to £420 if Preliminary EH-TAP utilised for same project within 6 month period)

Pre-apps for Householder applications Options – What works best for you? • PPA fee charged at £58 per hour (inc VAT) • Subscription • Partnership Agreement • One off advice meeting with fixed fee and single e-mail response with advice
Requests • Where mixed scales are used on the same plan can you please include all the relevant scale bars. • Any plans submitted electronically need to have a scale bar and north arrow. • Show any footpaths adjacent to the site or running through the site. • Upload plans and application forms at the same time please. • Hard copies HH apps by post to either St Austell or Camborne offices.
