  2. Overview of Changes • 34A originally written in late 80’s/early 90’s • Technology and Competition has changed the 911 environment • Existing law needs to be updated to reflect these changes • Review changes section by section

  3. 34A.1 - Purpose • Attempt to make the law look forward • Open ended - any device that can access 911 • Automatically includes yet to be developed technologies

  4. 34A.2 - Definitions • Revised to reflect changes in technology and industry • CLEC and Reseller • Local Number Portability • 911 Notification Devices (not just phones)

  5. 34A.3 - Joint E911 Service Board • Each county maintains a Board • Each county maintains a Service Plan • Updates to the Service Plan are to be provided to State Program Manager • Language also removes barriers to consolidation efforts

  6. 34A.4 - Pay Telephones • Pay Phone or like device, must access 911 without coin or other payment

  7. 34A.6A - Alternative Surcharge • Section eliminated • Language on upper surcharge limit in 34A.7

  8. 34A.7 - Funding / Surcharge • Eliminates $1.00 cap • Service Board, with approval of voters, determines surcharge rate. • Establishes minimum reporting requirements for phone companies that collect and remit surcharge • Eliminates maximum limit of 100 lines per subscriber

  9. 34A.7A - Wireless Surcharge • Raises maximum to $1.00 • Re-Orders distribution • Emergency Management (Annual Approp.) • Local Service Board (20% of collection) • Wireless Service Providers (Eligible Costs) • Program Manager allowed to carry funds across the quarter
