  1. Urban Transport Air Quality & NoiseThe solution from HEAVENHealthier Environment through Abatement of Vehicle Emissions and Noise IST Programme, Key Action I - Systems and Services for the Citizens Maurizio Tomassini, STA, Rome HEAVEN Innovative Project - Scope and Innovative Solutions

  2. Questions about HEAVEN • What (is it)? - Objectives • Who (is involved)? - Project features • Why (is it done)?- Benefits • How (is it achieved)? - Project lifecycle • Where (are we)? - Status of project

  3. What is it? • A Telematics System which provides integrated and near real-time information on air and noise pollution mainly caused by the traffic • A Decision Support System (DSS) for Traffic Demand Management Strategies (TDMS) Evaluation and Implementation

  4. Decision Support Stationary Source Emissions Dispersion modelling Regional scale Common information platform Concentration maps of selected pollutants Network-wide Traffic data (near real-time) Traffic Emission model Emission map Dispersion modelling Urban scale Transport Demand Management Strategy (TDMS) Formulation & Implementation Vehicles emissions (modelling on “real” flows) Timing: Hours Data exchange platform with health authorities Dispersion modelling Local scale Timing: Minutes Traffic Sensors (near real time) Monitored Meteo Air Quality Noise Noise model (What) System concept Public Information Traffic data (sensors + assignment) Traffic - Environment Management (DDS for TDMS)

  5. Who is involved? • Società Trasporti Automobilistici Rome, Elsag, Mizar Automazione, World Health Organisation (WHO) • Senatsverwaltung Berlin, IVU Traffic Technologies AG, European Academy for the Urban Environment, BS&U • City of Rotterdam, Environmental Protection Agency (DCMR), Netherlands Organisation for Applied Scientific Research (TNO), Goudappel Coffeng • Airparif, Ville de Paris, Carte Blanche Conseil, DREIF/SIER, MERCUR • Leicester City Council, Institute for Transport Studies Leeds, Swedish Meteorological & Hydrological Institute • City Development Authority of Prague, Institute of Transportation Engineering, Czech Hydrometeorological Institute • Rupprecht Consult, Heich Consult, Regional Environmental Center

  6. (Who) Project details • 36 Months project (2000 - end 2002) • 28 Partners from 6 EU Countries and 2 CEC Countries • 2.8 MEuro funding from E.U. • 750 Man months planned effort • 6 technical + 3 horizontal WP • driven by the cities: Berlin, Leicester, Paris, Prague,Rome, Rotterdam

  7. Why is it being done? • Benefits for Cities • Contribution to EU policies • Help to set standards

  8. (Why)Benefits for Cities HEAVEN will assist Cities in: • Providing a better description in near real-time of the environmental impact induced by urban traffic. • Identifying suitable Traffic Demand Management Strategies • Reducing the impact of traffic on the environment • Inform key actors on air & noise pollution levels due to transport • provide data exchange with health authorities • Achieving better multi-disciplinary and inter-agency working

  9. (Why)Contribute to EU HEAVEN will contribute to: • the implementation of EU regulations on air and noise • meeting the objectives of the 6th Environmental Action Programme (6th EAP) • the implementation of the Clean Air for Europe Programme (CAFE) • the implementation of regulation on Public Access to Environmental Information (Directive 93/1/3)

  10. (Why)Standardisation HEAVEN will contribute to harmonisation and standardisation: • assessment of environmental impacts of transport through the HEAVEN Common System Architecture • development and updating of environmental databases • means and methods for informing the public on the environment

  11. How is it being achieved? • Users to set the requirements • Common (modular) design to support all functional requirements • Procedures to implement according to application sites needs • Extensive evaluation to assess the benefits

  12. (How) Evaluation concept Core Applications Expected Impacts Appraisal groups Indicators Objectives of the HEAVEN Project Reference cases Success criteria EVALUATION

  13. Expected Impacts • Enhanced description of current environmental situation • Enhanced environmental scenario analysis • Improved access and quality of environmental information • Improved institutional co-operation • Increased support to urban planning on an environmental basis 24 Indicators to measure the impacts have been defined Development of common tools to yield comparable results in progress Similar approach for system verification

  14. Where are we ? • User needs analysis: completed • System architecture: completed • Evaluation plan:completed • Verification plan:completed • System development:in progress • Prototype verification: in progress • Demonstration sites: under preparation • Evaluation: in 2002

  15. ….. at the end HEAVEN will: • use an innovative approach to assess the environmental impacts caused by traffic • integrate tools and data by means of IST • provide Cities tools for implementing existing and future guidelines on air quality and noise • support decision making on a local and regional level
