Joint Training System Phase IV Goals • Assess training audience performance against identified capability requirements --- METL • Training events are observed and training audience performance in mission tasks is evaluated in order for commanders to assess their capability to perform assigned missions. • Capture, document, exchange operational and training observations (JTIMS, JLLIS, etc.) • & synchronize with readiness reporting (DRRS) • Identify issues hampering achievement and sustainment of required capabilities • Enter objective and subjective information effectively and • promptly enter into the proper issue resolution systems/venues • Determine, validate, and share lessons learned to inform internal and external processes

Joint Assessment – Observations, Best Practices, and Issues Issue 06-007: A comprehensive process has not been established to use joint training trends and joint training assessments to inform joint training resource decisions. Discussion: JS J7 develops an annual joint training assessment brief for WJTSC. CJCSI 3500.01 requires monthly Task Proficiency Assessment (TPA) reporting, which supports the development of training trend and assessment information. CJCSI 3500.01 reinforces the critical linkage between Joint readiness and training and monthly DRRS readiness assessments Endstate: Joint Training Assessments (TPAs and Mission Training Assessments (MTA)) are approved in JTIMS on a monthly basis in accordance with CJCSI 3500.01 and then analyzed and briefed annually. Analysis of assessment data results in the identification of joint training / resource requirements for consideration / validation and advocacy in joint requirement / resource forums; reports to senior leadership; risk mediation forums; policy and doctrinal development; and for potential inclusion in the Chairman's Annual Joint Training Guidance and identification as a Chairman's High Interest Training Issue. POA&M: Establish a Process Action Team to define standardized process and select community-wide system for issue tracking and resolution (review best practices and capabilities currently implemented by commands). Develop and/or update existing Policy, Instructions, and Manuals. Observations of Joint Training • Issues briefed at WJTSC 09-2 which persist today: • Personnel Shortfalls – Intelligence & Cyber Specialist, Planners • Individual Joint Staff training plans for specific functions • Interagency participation & pre-exercise planning/coordination • Modeling & Simulation fidelity/realism/availability

Observations of Joint Training • All Combatant Command Commander’s Training Guidance recognize CJCS High Interest Training Issues (HITI) • Special emphasis … incorporate … address … in Command training events • Unified Endeavor, Cobra Gold, Judicious Response, Terminal Fury • DRRS & JTIMS MTA/TPA comments associated with “U” / “N” include; • Persistent manning shortfalls, AC & RC … gaps exacerbated at senior military levels • Insufficient inventory of trained and certified functional experts • Intelligence professionals/specialists, CBRN SMEs • Military Planners (i.e. JAWS, SAMS, SAAS, SAWS, NOPC graduates) • Information Operation Planners • Observer / Trainers • Summer PCS results in a dip in readiness of trained staff personnel • Staff Officers arrive not “Trained and Ready” … precipitates an ad hoc OJT requirement • Real world duty day staffing conflicts with exercise staffing availability in training events • Interagency participation continues to be problematic for both event planning and execution • Material inventories to fully support simultaneous training and real world requirements • Training objectives not fully included in exercise design • Lessons Learned process not fully included in exercise design • Insufficient funding lines to meet all include training requirements identified in campaign plans

USFK) • 8 of 12 have a current MTA in JTIMS…updated since July 2010 • 2 of 12 have no assessment data in JTIMS • 3 of 12 have no MTA or TPA assessments … everything “Pending” • 7 of 12 have current trend data to analyze … • 2 of 12 have no “Pending” MTA … all are reported as either T, P or U • 4 of 12 have no “Pending” TPA … all are reported as either T, P or U • Resolution of training shortfalls generically identify Time, Money, Personnel solutions • Cut and paste entries are prolific; save time, appropriate if pertinent • Training Trend analysis/assessment (JTIMS) can only be as valid as the data available … Readiness (DRRS) remains the key

Joint Training System Phase IV – Endstate Joe Bonnet – Aug ‘09 WJTSC 09-2 • All Combatant Commands will have fully implemented the Joint Training System requirements, planning, execution, and assessment cycle supported by the JTIMS. • Joint training programs in each command incorporate training events that prepare assigned forces and staffs for the missions they will perform. • Training events are observed and training audience performance in mission tasks is evaluated in order for commanders to assess their capability to perform assigned missions. • Training assessment information is a key supporting element in the Commander’s monthly mission readiness assessment.

Monthly Training Assessment Update Requirement Briefer: LCDR Jaureguizar Issue 07-019: Inconsistent assessments in the Joint Training Information Management System (JTIMS) Discussion: It is necessary for JTIMS training assessments to match DRRS 30-day readiness assessment requirements. Update: JTIMS monthly Task Proficiency Assessments (TPA) and Mission Training Assessments (MTA) are sent to DRRS real-time. DRRS and JTIMS are integrated so that DRRS currently displays TPAs and will, in the future, display MTAs. CJCSI 3500.01E, Joint Training Policy and Guidance, requires monthly TPAs. WJTSC 09-2 Update: Merge with 06-007 and close this issue. No longer a JTIMS issue with the release of v3.1 capabilities. Endstate: JTIMS assessments are synchronized with DRRS requirements. Endstate has been achieved, however, recommend the issue remain open until WJTSC 09-2. POA&M: JTIMS v3.1 (April 09) will include the capability to assess each task individually. Recommend retaining this issue until WJTSC 09-2. Monitor compliance with monthly assessment requirement in JTIMS through Sep 09 and provide update during the WJTSC 09-2 . Recommend close and merge with 06-007. Joint Assessment – Observations, Best Practices, and Issues Issue 06-007: Consensus has not been achieved in the joint training community regarding how joint training trends and joint training assessment taskers will be achieved. Discussion: JS J7 will develop an annual Joint assessment brief at WJTSC. CJCSI 3500.01E was updated to require monthly Task Proficiency Assessment (TPA) reporting, which will help to support the development of training trend information. WJTSC 09-2 Update: Merge issue from 07-019. 3500.01E states it is critical to have a linkage between Joint readiness and training; DRRS requires assessments every 30 days. Therefore it is necessary for JTIMS training assessments to match DRRS 30-day readiness assessment requirements.Rename issue. Endstate: Joint Training Assessments areapproved in JTIMS on a monthly basis in accordance with 3500.01Eand then analyzed and briefed annually.
