FY 2018 Nonprofit Security Grant Program In this presentation, we will discuss the following: • Overview of the Nonprofit Security Grant Program (NSGP) • NSGP Eligibility and Program Award Changes • What this means for State Administrative Agencies (SAA) • Overview of allowable investments as stated in the FY 2017 NSGP Notice of Funding Opportunity (NOFO) • How to prepare in advance of the NOFO Release • Resources Things we will not discuss on this call or prior to the release of the NOFO: • The allocation methodology • Review and selection process

FY 2018 NSGP Overview • Purpose: The Fiscal Year (FY) 2018 Nonprofit Security Grant Program (NSGP) provides funding support for physical security enhancements and target hardening activities to eligible nonprofit organizations. • Eligibility: The SAA is the only entity eligible to apply to FEMA for FY 2018 NSGP funds on behalf of eligible nonprofit organizations. An eligible nonprofit organization under the FY 2018 NSGP is: • An organization described under section 501(c)(3) of the Internal Revenue Code of 1986; and • Determined by the Secretary of Homeland Security to be at high risk of terrorist attack due to their ideology, beliefs, or mission.

  4. FY 2018 NSGP Eligibility and Program Award Changes • Program Award: The total amount of funds distributed under the FY 2018 NSGP is $60 million. Of the $60 million appropriated to the FY 2018 NSGP: • Congress appropriated $10 million from the State Homeland Security Program for nonprofit organizations that could be located anywhere in a state/territory, not just Urban Area Security Initiative (UASI)-designated urban areas; and • $50 million in NSGP funding exclusively for nonprofit organizations located within high-risk urban area.

  5. What this means for the SAA • States that have not had UASI-designated urban areas will now be eligible to receive NSGP funding. • States that have had UASI-designated urban areas may now accept applications from nonprofits that are outside of their UASI-designated urban area jurisdictions.

  6. Overview of NSGP Allowable Costs • Target Hardening - NSGP funding can be used for the acquisition and installation of security equipment on real property, specifically in prevention of and/or protection against the risk of terrorist attack. Allowable equipment is limited to two categories within the Authorized Equipment List (AEL): https://www.fema.gov/authorized-equipment-list?combine=&field_ael_category_tid%5B%5D=9529&=GO • Physical Security Enhancement Equipment (AEL Category 14) • Inspection and Screening Systems (AEL Category 15) • Security Related Training - NSGP funds may be used for security-related training courses and programs. Allowable training-related costs are limited to attendance fees for training, and related expenses such as materials, supplies, and/or equipment. • Construction/Renovation - For construction costs to be allowed, they must be specifically approved by FEMA in writing prior to the use of any NSGP program funds for construction or renovation.

  7. How to prepare in advance of the NOFO Release • Review the FY 2017 NSGP NOFO. FEMA encourages SAAs and nonprofits to review the FY 2017 NSGP NOFO for an understanding of the prior year application process, required forms, and the scoring criteria. • Notify nonprofits of the availability of funding.SAAs together with state partners, are encouraged to actively inform nonprofit organizations of the availability of FY 2018 NSGP funding • Obtain a Data Universal Numbering System (DUNS) number; and register and/or maintain current status in the System for Award Management (SAM). It may take four weeks or more after submit the SAM registration before the registration is active in SAM, then an additional 24 hours for Grants.gov to recognize the information.
