  2. ECS Mission Statement The mission of the Emergency Communications Service (ECS) is to provide San Bernardino County Fire Department a professional front-line communications, technical and logistical support unit unparalleled in California.

  6. ACS History In 1996 the California Governor's Office of Emergency Services (GOES) directed their communications arm to develop a new model for RACES units throughout the state. The purpose was to create a structure that allowed the Comm Units to operate on any incident or disaster while only requiring the local agency’s authorization to activate.

  7. ACS History This created a communications unit with the flexibility to handle multi-mission roles in support of served agencies. The Auxiliary Communications Service (ACS) was the final result. ACS is designed around both the ICS and Operational Area structures.

Benefits to the ACS structure • ECS may respond to any event or incident with only local agency authorization • Disaster Service Worker insurance (DSW) now covers all operations & training • Simplified automatic aid agreements • Simplified organizational structure • Moved RACES from lead to component • Allowed for non-Hams to join

  9. ECS History San Bernardino County RACES, as a field element of the County’s Office of Emergency Services, was transferred to the County Fire Department in 1996. RACES began the process of switching over to the ACS model in early 1998. The final organizational structure was completed in 1999. The new organization was called the Emergency Communications Service (ECS), incorporating RACES, ARES and supporting personnel
