  2. 16th Amendment: Income Tax (r. 1912) • Allows Congress to levy income tax, or direct tax • without apportionment – disregarding population of states • Includes wages, salaries, commissions, etc.

  3. 17th Amendment: Direct Election of Senators (r. 1913) • Senators elected but by popular vote. • 6 year terms • Vacancy options for States • Governor calls for election or appoints senator until the next election if state legislature authorizes it.

President takes office Jan. 20 • Sessions of Congress • Congress assembles at least once a year on January 3 unless they by law appoint a different day

  7. 20th Amendment 3. Death or Disqualification of President Elect -If President Elect unable to hold position, V.P. acts as president-Gives Congress power to legislate a succession plan if V.P. is also unable to hold position until a new Prez and V.P. are qualified.

  8. 21st Amendment: Repeal of 18th (r. 1933) • The 18th Amendment is repealed • Power to regulate intoxicating liquors given to states Noted: Because a federal law provides federal funds to states that prohibit the sale of alcohol to minors under the age of twenty-one, all fifty states have set their drinking age there
