ENPI • IBPP Institution Building Partnership Programme:Civil Society and Local Initiatives • The programme aims at strengthening the role that civil society actors have within Russian society and to give a large variety of civil society organisations a voice to enable them to fulfill their potential role in: • Raising awareness and lobbying the authorities on various issues of concern • Supporting the creation of networks between social NGOs working on common issues in order to share experiences and information, improve lobby capacity and build consensus in their chosen fields • Encouraging NGOs to be pro-active in its role of public oversight of decision making and policy planning and to develop partnerships with local authorities; • Creating links between non-state and state actors as well as between civil society organisations from the EU and Russia
