  3. Ft. Bragg Chp. 3 School • During the audit the course content, handouts, testing and instructors were audited for their effectiveness. • The school should be commended for their professionalism and attention to detail as all aspects of this course were found to be excellent by both HAZMAT Focal Points.

  4. Ft. Bragg Chp. 3 School • Does not fit the traditional Technical Specialist Course for one hazard class by any mode. • This course is specific to one mode – Chapter 3 MILAIR with several hazard classes • Class 1 – Ammo, packaged and un-packaged • Class 2 – Fire Extinguishers, Oxygen Cylinders, Nitrogen Cylinders • Class 3 – Vehicle Fuels • Class 8 – Vehicle Batteries • Class 9 – Vehicles and Lithium Batteries

  5. Ft. Bragg Chp. 3 School • DTR Training Citations for Technical Specialist • c. Technical specialists are personnel who are trained and qualified to certify specific types of HAZMAT on selected transportation modes as prescribed by each Service. Additionally, technical specialists may certify HAZMAT on DD Form 2890, Figure 204-11, for the transportation of HAZMAT in military or government-owned vehicles in support of the operations needed to meet the daily training and mission readiness requirements (e.g., on-installation training, intra-installation, and local, state, federal roadways transportation of HAZMAT). • (1) As a minimum, the technical specialist will be trained in packaging, preparation, marking, labeling, certification, and all other aspects of the governing modal regulation relevant to the specific HAZMAT within the individual’s specialty.

  6. Ft. Bragg Chp. 3 School • Current Technical Specialist for several hazard classes. • d. Medical and transportation personnel (i.e., anyone involved with the transportation of pathogens or etiologic agents who manage, package, certify, or prepare laboratory samples and specimens and regulated medical waste, for transport by any mode) may satisfy this requirement by successfully completing the service-endorsed training courses indicated below in D.1.d(1) and D.1.d.(2). The Transport of Biomedical Material Course identified in D.1.d.(1) only certifies DOD personnel to ship Class 6-Division 6.1 (Toxins), Class 6-Division 6.2 (Infectious Substances and Medical Wastes), limited quantities of Class 3 materials (e.g., thin prep solutions used in gynecological clinics), and dry ice used to refrigerate medical samples and specimens. The Medical Waste Transport Course identified in D.1.d.(2) certifies DOD personnel to package and ship Class 6-Division 6.2 (Medical Waste) only. DOD personnel who handle but do not certify shipments of Class 6 Biomedical Material (or its waste) may satisfy their training requirements by complying with D.1.a.

  7. Ft. Bragg Chp. 3 School • Recommend the addition of the United States Army Advanced Airborne School’s Air Movement Operations Course to the DTR and the AFMAN 24-204_IP as an approved training course for Chapter Three Mobility Operations.
