Ministry of Eduation • In primary schools, MOE double cost for SPED with matching fund from Community Chest, ie 4 times of funding support going for SPED student • Psychological Services Branch: Casework, Teacher Training and Consultation for building Sch Capacity, Network with VWOs to support Mainstream schools • Master Plan to set aside land for all special schools to be Purpose-build by 2008/2010. • 21 Satellite Partnerships between SPED and Mainstream Sch (Buddy schools)

Ministry of HealthChild Assessment • Universal newborn hearing screen for all infant since 2002 • Denver Developmental Screening Test DDST SG for children aged 4 weeks to 6 years 11 months • Health Booklet for children from Birth to 6 years, ASD screening, Physician exam at 1, 3 & 18 months, 4 years, Parent Exam at 1,3,4,5,6,9,12,15,18 Months, 3 and 4 years • Detection and Screening at Hospitals, Polyclinics, Family Doctors, Private Paediartic Specialists, Childcare Centres, Preschools and Primary Schools, Parental Participation • Assessment and Management Planning by Child Development Units, Hospital-based and Multidisciplinary

Ministry of Social and Family Development - ECDA • 360 Childcare Centres run by PCF (People’s Action Party Community Foundation) • 100 by NTUC (National Trade Union Congress first campus) • 240 private/ small organizations (The Early Childhood and Development Agency, ECDA established 1 Apr 2013, jointly overseen by MOE and MSF, but hosted under MSF)

Ministry of Social and Family Development • 40% about 800 being served in EIPIC • Other 60% (1200) is now going to childcare centres/ kindergartens without funded intervention programs for their mild developmental delays relating to speech and language delays, learning difficutlites and behavioral problems (Enabling Masterplan 2012-2016)

Ministry of Social and Family Development • Early Intervention Programme for Infants and Children(EIPIC) – 17 Centres by 10 Agencies, 2000 children, 0-18 Ms: 2hr/week, 104hrs/yr, Above 18 Ms: 5hrs/Week, 260 hrs/yr. • Development Support Programme (DSP) – 5 Agencies, about 1000 children fr 260 selected pre-school as at 2013 • Integrated Childcare Programme (ICCP) – 17 Centres by 7 Agencies, 80 children aged 2 to 6, customization of normal curriculum for them to mainstream education post ICCP (Con’t)

Ministry of Social and Family Development • Special Student Care Programme (SSCC) – 7 Centres by 6 Agencies, 90 students aged 7 to 18 in centre-based before or after school care program, Dedicated or Integrated SSCCs • Community Integration Programme (CIS) – 2 Agencies serve the students in Mainstream Edcuation with hearing impairment and physical disability respectively • Children Disability Homes (CDH) – 3 Homes providing accommodation, care and protection to children with Intellectual disability aged 6 to 18

  18. Hong Kong / Singapore pre-school children with DD • Assessed by CDU of KKH (East SG) or NUH (West SG) • Refer to SG Enable • DSP provided by Outreaching Program “Child Development Program (CDP)” of KKH or NUH, which includes Case Manager (usually trained paediatrician), Nurse, Psychologist, OT, SLT, SE teachers and MSW, with PT (who is Outside the Unit and buy-service) and Audio Therapy of Hospital • Assessed by CAC • Refer to CRS under SWD • Wait for placement of IP, EETC, SCCC
