  3. Summary of Case Studies Three distinct model-based Case Studies Acceptability task is qualitative and does not compare modelled scenarios.

  4. A review of revenue use from the existing Oslo toll ring Emphasis on acceptance, distributional impacts and equity for different stakeholders involved Change in funding scheme from road infrastructure to public transport investment made this case study especially interesting Oslo

  5. Earmarking found to be important to make the package viable (create political acceptance) Efficiency was the focus following scheme acceptability on the political level Social benefits arising from transfers between modes not great There are social benefits from increased subsidies for PT - mainly due to under priced car traffic in peak period Oslo (main findings)

Change in administration from centrally planned to market based economy General objective to validate the feasibility of approaches suggested in the REVENUE project vis-à-vis revenue use from MC pricing Proposed regulation schemes: based around the allocation of increased revenue from congestion charging (toll charged at cordon line) for highway / public transport investment Warsaw

  7. Under present traffic and economic conditions the social benefits of cordon charging would be limited. The financial viability and attitude of stakeholders towards the charging concept may stimulate decision makers to implement charging The direction of EU / National transport policies are important influences which could help stimulate fiscal measures. The proposed package would have generated enough revenue to cover the costs of the total earmarked package Welfare maximisation would have meant investing in inefficient projects, just to keep the revenue inside the transport sector The “Base + Additional” package appeared sensible, but investment into bus services should be done in just the immediate urban area Edinburgh (main findings)

  10. Initial stages of consultation were well-planned and executed, but lack of involvement in the process led to strong institutional opposition. Referendum was a high-risk strategy which failed. Need to build consensus on a regional basis with agreed and clearly committed use of revenue which is seen as efficient and fair Edinburgh (main findings)
