  9. eGovernment Status • All Member States made significant steps in implementing eGov. Services • Local and Municipal administrations made more progress than National • A significant number of interactive and transactional services still to be implemented at national level. Major problems • limited funding, shortage of ICT skills, cultural and bureaucratic issues • low management commitment, resistance to change and poor training programs • lack of pan-European services on offer due to interoperability • increased skepticism of citizens due to • usability problems • lack of security; improper privacy and access rights

Conclusions • Public Administrations face great challenges (inclusion, openness, transparency and accountability, cost-efficiency) • eTransforming is prerequisite for the provision of advanced eGovernment services • eGovernment and especially eTransformation,is a key component of the European Commission’s strategy (eEurope 2002/2005 and FP4,5,6- IST/ERA) • Significant progress done so far; however eTransforming is at its “infancy” • R&D in the area, in conjunction with the appropriate deployment, promotion, experience sharing and co-operation activities, are key!
