  3. How disasters are characterizedfrom medical point of view in Estonia? Disasters (i.e. emergencies) are characterized by • an acute and unforeseen imbalance between the capacity and resources of the healthcare system and the needs of the victims or the people whose health is threatened, over a certain period of time, taking into account the number of victims.

Emergency preparedness ideologythehealthcare system is based on • The strategy aimed at limitation of the effects of a disaster on health is reached in particular through saving the greatest possible number of victims. • Close cooperation between central and local authorities according to a strategy aimed at prevention and the limitation of the effects of a disaster on the health of populations concerned

Estonian Government in the area of preparedness for emergency • Crisis (management) Committee of the Government of Republic is the main structure formed by Government in order to develop a crisis management policy and make proposals for coordinating and directing the activities of ministries in the field of crisis management. • Crisis Management Team formed by the Crisis (management) Committee of the Government which closely cooperates with crisis management committees of counties.

Ministry of Social Affairs in the area of preparedness for emergencyhas to: • form a crisis management team of Ministry • perform risk assessment in order to identify the emergencies which may occur • prepare crisis management plan for health careand ensure the implementation ofplan in an emergency • organize crisis management training in its area of government • direct the responding to an emergency in its area of government, i.e. health care emergency, medical field operations
