4. The Army Test and Evaluation Command is proposing reorganization to achieve efficiencies and to improve test and evaluation cost and schedule for customers.
ATEC reorganization preserves Title 10 responsibilities for Independent Operational and Live Fire Testing
Consolidation of ATEC HQs at Aberdeen Proving Ground, MD:
ATEC Headquarters, Developmental Test Command (DTC), & Army Evaluation Center (AEC)
Eliminate duplicate staff functions
Strengthen ATEC System Team (AST) Test and Evaluation process

10 U.S.C. 2399-(d)- Impartiality of Contractor Testing Personnel-In the case of a Major Defense Acquisition Program….no person employed by the contractor for the system being tested may be involved in the conduct of the operational test and evaluation… (The limitation in the preceding sentence does not apply to the extent that the Secretary of Defense plans for the persons employed by the contractor to be involved in the operation, maintenance, and support of the system being tested when the system is deployed in combat.)
