  1. Putting it all Together: Using Data in Safety Conscious Planning By Simon Washington University of Arizona International Traffic Records Forum Denver, CO July 2003

  2. Putting it all Together: Using Data in Safety Conscious Planning • NCHRP Project Description • Planning activities requiring safety data • Tools available/required for planning activities • Conclusions

  3. Putting it all Together: Using Data in Safety Conscious Planning • NCHRP 8-44: Incorporating Safety into Transportation Planning • Dr. Michael Meyer, Dr. Mark Hickman, Sudeshna Mitra, Ashley Chang • Develop manual/guidance for incorporating safety into planning • Identify existing tools and gaps

  4. System operations Develop project concepts Other sources for project ideas TIP Prosperity Alternative improvement strategies Goals and objectives Performance measures Evaluation criteria Vision Social equity/ quality of life Environmental Quality Plan Analysis methods Data Project Development Process Project design Project planning Transportation Systems Planning

  5. Putting it all Together: Using Data in Safety Conscious Planning • Proactive activities: • Systems Operations (management) • Project Design (engineering) • Project Planning (alternatives comparison • Countermeasure analysis (evaluation) • Reactive activities: • Performance measures (milestones) • Hot Spot ID/Resource Allocation

  6. Putting it all Together: Using Data in Safety Conscious Planning • Tools (existing or in development) • Interactive Highway Safety Design Model • Crash Outcome Data Evaluation System • Highway Safety Manual • Pedestrian and Bicycle Crash Analysis Tools • Before/After Analysis • FHWA (and other) software • Improved analytical methods

  7. Putting it all Together: Using Data in Safety Conscious Planning • Tools (needed) • Guidance • Institutional & technical • Safety forecasting ability (planning level) • Planning level decisions • Resource allocation • Reward/incentive programs • Methods improvement • Crash modification factors • Transferability/omitted variables/etc.

  8. Putting it all Together: Using Data in Safety Conscious Planning • Example of needed tool: • A DOT/GOHS is considering incentive programs for jurisdictions that meet safety performance measures (e.g. total crashes, fatal crashes, etc.) • How does one establish performance criteria for fatal crashes in a jurisdiction 1 year from now? (given growth in VMT, lane miles, intersections, population, schools, etc.)

  9. Putting it all Together: Using Data in Safety Conscious Planning • Conclusions • Many useful tools are available to analyze data • Guidance is needed on how and when to use the existing tools • Inter agency cooperation essential for effective safety planning • New tools are needed to fill gaps
