CD4CDM PROJECT • Summary • Sponsors, Coordinator and Implementing Agency: • Government of Netherlands is the sponsor of the project with total budget of 305,000 USD • UN Environment Program (UNEP) is the coordinator • The Department of international cooperation of MONRE has overall responsibility for implementing the project with assistance and consultation from UNEP Collaborating Centre on Energy and Environment (URC) and Asian Institute of Technology (AIT) • Project purpose: • Generating a broad understanding of opportunities offered by CDM • Developing necessary institutional and human capabilities that allows them to develop and implement CDM projects

  3. CD4CDM PROJECT • 2. Project objectives • Improved regulatory frameworks, functional national CDM entities, a pipeline of possible CDM projects, and clear definition of baseline parameters that form the basis for possible political endorsement and project agreements • Better skills and increased capacity to: 1) define a regulatory framework that supports CDM activities 2) identify prospective CDM projects 3) formulate investment plans 4) validate CDM projects 5) monitor and report the results of CDM activities • Experience on CDM capacity building and relevant institutional approaches that can be shared with other countries and form the basis for further activities • Operational information and guidelines for awareness raising and capacity building on the CDM, that can be applied in the project, but are also available for broader use and application.

CD4CDM PROJECT • Expected results at the completion of the 3-year project • A fully operational CDM entity endowed with the necessary human and material resources, with clear mandates and political support to manage the different steps involved in the CDM project cycle • A set of clear and consistent regulation, procedures to formulate a legal framework for CDM Projects including: project design and development, validation, monitoring, reporting under CDM project cycle. • A well-established national market of CDM projects, which includes a pipeline of projects and a private sector interested in developing, financing and implementing CDM eligible projects.0

Project content • Project is formulated with 6 identified tasks. • Task 1: Public information for raising CDM awareness • Task 2: Capacity development on CDM for policy makers • Task 3: Establishment and capacity development for CDM National Authority • Task 4: Capacity development for stakeholders relevant to CDM projects • Task 5: Capacity building on CDM research and education • Task 6: Creating a pipeline of CDM eligible projects
