Meetings 64th Session of the WMO Executive Council, Geneva,25 June to 3 July 2012 • RA VI President Presentations • -Report of President of RA VI (Europe) – RA VI Status report • -WIS and WIGOS Implementation in RA VI, • -Role and TORs of RAs • Outcomes: • •Council noted that Presidents of Regional Associations gave general support for the proposal of the RAVI management group for an EC review of the role and responsibilities of Regional Associations • -tasked the WG/SOP to conduct a review of the current provisions and prepare, as necessary, a proposal for amendment of the WMO General Regulations, and consider necessary alignments in the TORs of the Technical Commissions • -adopted Appendix B: Draft Resolution 2.4/X – Review of The Definition of Role and Responsibilities of Regional Associations

Meetings 64th Session of the WMO Executive Council, Geneva,25 June to 3 July 2012 • •Council also noted • that Management Group of RA VI has put highest priority on the implementation of • WIS and WIGOS and that the RA VI WIS Implementation Plan has been developed • -successful completion of the pilot phase of the RA VI Network of RCCs • that RA VI has prepared its Operating Plan for the period 2012-2015 fully aligned with • the WMO Strategic Plan • Preparation of the the 64th EC meeting and its outcomes was facilitated by the • -Second 2012 Meeting of the Presidents of the Regional Associations, • -Joint meeting of the PRAs and PTCs

Meetings World Meteorological Congress Extraordinary Session, Geneva, 29–31 October 2012 • Outcomes: • •Congress approved resolution to establish an Intergovernmental Board on Climate • Services • Important follow ups: • Designation of the members of the board including the Principal member / Member Focal • point preferably from the NMHS • -First meeting of the Intergovernmental board: first week July 2013 • Alignment of Implementation plan of GFCS, WIS and WIGOS Implementation Plans and • RAsImplementation plan in order to utilize already existing potentials, structures and • processesand not to duplicate

Meetings Third 2012 Joint Meeting of the Presidents of the Regional Associations and the Presidents of the Technical Commissions,Geneva, 28 October 2012 • Key issues: • -Perspectives on Improving Interactions between RAs and PTs • -Improving session documentation and decision making • Preparation for the extraordinary session of the Congress • Outcomes: • Results of the Survey on Perspectives on Improving Interaction between Regional • Associations and Technical Commissions of WMO • Survey has been issued in 23 July 2012, by the WMO President WMO 2013 January meetings - Follow ups of the Extraordinary Congress - Preparation for the Executive Council meeting

Meetings First Meeting of the Presidents of the Regional Associations 2013 • Outcomes: • Roles and Responsibilities of Regional Associations and mechanisms for better • coordination between the Regional Associations and Technical Commissions in the WMO • IntegratedPlanning and Implementation Process EC WG/SOP-II(2013)/Doc. 4.2 • -Some inputs to the improved and integrated RAs performance • oPhasing of RA meetings • One session of shorter duration every two years • o How to aggregate Member priorities Joint Meeting of the PRAs and PTCs • CAS President invited technical commissions and regional associations to identify three • priorities in their area of responsibility related to • o World Weather Research Programme (WWRP) and • o Global Atmosphere Watch (GAW) Programme

Meetings Second session of the EC Working Group on WMO Strategic and Operational Planning • Key issues – Outcomes from Joint meeting PRAs and PTCs: • -Continuous improvement of WMO processes and practices • o Non- Controversial Documents • oTerms of Reference of Regional Associations and Mechanisms for better coordination • between the Regional Associations and Technical Commissions in the WMO Integrated • Planning and Implementation Process (Doc 4.2) • o Improved practices for Planning, Scheduling and Coordination of Constituent Body • Meetings, including Shortening Sessions of EC and Congress • The new task given by the WMO President • 6 years ahead projection of the GFCS in RA VI (2013 – 2015, 2016-2019) • The role and operation of NMHSs, Country Profile Data Base • Number and distribution of seats in the Executive Council • Request for enlargement (e.g. RA II Session, Doha 2013)

Meetings 4th session of the Joint WMO/IOC Commission for Oceanography and Marine Meteorology,Yeast, Republic of Korea, 23–31 May 2012 Technical Commission sessions Outcomes: -The Commission recalled that it maintained working relationships with: ... the WMO Regional Associations RAs which complement the role of JCOMM in fulfillment of national user needs and requirements for production of marine and oceanographic information, data and products, particularly related to the WIS and DRR, GFCS, and capacity development, and the IOC Regional Subsidiary Bodies, which complement the role of JCOMM in regional implementation of IOC objectives through Member States(JCOMM-4/Doc. 11) -The Commission encouragedMembers / Member States to establish regional and sub-regional mechanisms for the exchange of marine related data, and productsthrough DCPCs for specific ocean areas and seas (JCOMM-4/Doc. 7.4)

Meetings IPA/2012 Project: Building Resilience to Disasters in Western Balkansand Turkey, KICK-OFF Meeting,Zagreb, Croatia, 30-31 August 2012 RA VI Events • Outcome from the first successful Phase I of the project on Strengthen Regional Capacity and • Reducing Risk of Natural Disaster in the South-East Europe that has ended in 2011 • The new joint venture of WMO and the UN ISDR and the ECDirectorate General for Enlargement • as the start up of IPA 2012 project (amount of 2.2 million EUR) with the assistance of the • Finish Meteorological Institute • partnership between the NMHSs and the Civil Protection on development of national and • sub-regional capacities

Meetings WMO RA VI Workshop on establishing WIS-DCPC / WIGOS Marine Meteorological Centre as a RA VI Sub-Regional Facility for Adriatic Sea Area,Zagreb, Croatia, May 2012 RA VI Events • Outcomes: • Pilot Project for sub-regional cooperation in the provision of marine services • (WIGOS component) over Adriatic Sea area as a template for small / inner sea / gulf • ( e.g. Black Sea, Baltic Sea, Arab/PersianGulf ) • -Establishment of the WIS DCPC / WIGOS Marine Meteorological Centre The First Meeting of the Expert Team on establishing WIS-DCPC / WIGOS Marine Meteorological Centre as a RA VI Sub-Regional Facility for Adriatic Sea Area ,Split, Croatia, October 2012, •Expert Team meeting of the with the national stakeholders / partners experts •Partners ET meeting: areas of cooperation in meteorology, hydrology, oceanography, with link to seapollution simulations

EMI performances showcase (WMO – EUMETNET) European Meteorological Infrastructure assets meetings (ECMWF, EUMETSAT, EUMETNET) • Completed Benchmarking Questionnaire on Aeronautical Meteorological Services Status • and Quality (2012) • Launched by Bart Nicolai preparing for the upcoming AVIMET meeting as newly elected • chairman • Close and highly productivepartnership between RA VI, EMI, CAeM and WMO Secretariat • -Good example of interaction between RAs and TCs

Fifteenth Session of Regional Association II, Doha, Qatar, 13-19 December 2012 Interregional Cooperation WMO WIS Workshop on the Gulf Marine Centre, Doha, Qatar, 25th -30th January 2013 • Kick off event for the establishmentWIS DCPC Regional Marine Meteorology Centre for Arab / • Persian Gulf Region • Capacity development is supported by Bahrain and Kuwait • Qatar is taking responsible role and • o is seekingfor more DCPC partners to achieve sub-regional mission • o has strongwillingness to cooperate with the WIS DCPC Regional Marine Meteorological Centre for Adriatic Sea Area in shaping the role and performance of DCPC as WIGOS entity on marine component

  17. •Letter from the European Commission, Directorate General- Environment expressing request: • for less restrictive interpretation of the WMO Resolution 25 (Cg VIII-1999) • that EU Member States authorize that WMO /GDRC make available to relevant EU institutions: • monthly observed averaged river discharge for all stations reported to GDRC; for JCR: daily data • discussion of this issue at the Hydrology Forum on 9th May 2012. • Respond to the letter was givenby the WMO Secretary General in accordance with the WMO Genera Regulations including Resolution 25. RA VI President Correspondence / Letters •Letter of the PR of Romania regarding broadcasting of the meteorological warnings by a private company in the field of meteorology, UBIMET International – seeking for the WMO Secretariat’sofficial position. UBIMET is posting warnings in a dedicated site on the Internet.
