Where Do I Get The Questions? • From my diary • They either occurred during a game I was in or during a game another official was in and asked me about • They include a couple of midget situations, but all the rest are Mid-Penn or Tri-Valley games, with 2 exceptions: • 1 happened during the Super Bowl • 1 is out of the Case Book • Extra credit if you know which ones they are

  4. Situation 1 • A 2/10 @ 50. Quarterback A1 throws a legal forward pass that is intercepted by B2 @ B-40. B2 is downed inbounds @ B-45. B3 roughed A1 immediately after the pass was thrown. • a. Penalty will be assessed from B-45. • b. Penalty will be assessed from the previous spot. • c. If the penalty is accepted, start the clock on the ready. • d. If the penalty is accepted, start the clock on the snap.

  5. Situation 1 • A 2/10 @ 50. Quarterback A1 throws a legal forward pass that is intercepted by B2 @ B-40. B2 is downed inbounds @ B-45. B3 roughed A1 immediately after the pass was thrown. • a. Penalty will be assessed from B-45. • b. Penalty will be assessed from the previous spot. Since there was a change of possession. 9-5-5, 9-3-1b • c. If the penalty is accepted, start the clock on the ready. A was awarded a new series and there was no legal kick, 3-4-3 • d. If the penalty is accepted, start the clock on the snap.

  6. Situation 2 • A 1/goal @ B-1. A is trailing by 7 points with 15 seconds left to go in the game and has no time outs left. Runner A1 is stopped for no gain. Clock is winding down. All A players hustle back into position and are ready for one last snap, but noseguard B2 has cramps and can not get up. Crew is convinced that the apparent injury is legitimate and not a ploy to delay the game. Referee signals time out with 2 seconds left on the clock, but the time keeper does not see the signal and the clock runs down to 0:00. • a. Officials must put time back on the clock. • b. Game over since the clock went to 0:00. • c. Clock begins on the ready for play. • d. Clock begins on the snap. • e. A is entitled to an untimed down.

  7. Situation 2 • A 1/goal @ B-1. A is trailing by 7 points with 15 seconds left to go in the game and has no time outs left. Runner A1 is stopped for no gain. Clock is winding down. All A players hustle back into position and are ready for one last snap, but noseguard B2 has cramps and can not get up.   8. Situation 3 • Kickoff @ K-40. Kicker K1 kicks off with a line drive which does not hit the ground. R2 is @ R-49 when the ball bounces off of his helmet, and rebounds directly into the hands of K3 who is @K-45. Ball has still not touched the ground at this point. K3 makes the catch @ K-45 and runs to the 50 where he is downed. • a. First touching by K3. • b. Kick catch interference by K3. • c. Officials should wind the clock as soon as the ball hit R2. • d. Officials should blow the whistle when K3 makes the catch. • e. K3’s advance is legal.

  9. Situation 3 • Kickoff @ K-40. Kicker K1 kicks off with a line drive which does not hit the ground. R2 is @ R-49 when the ball bounces off of his helmet, and rebounds directly into the hands of K3 who is @K-45. Ball has still not touched the ground at this point. K3 makes the catch @ K-45 and runs to the 50 where he is downed. • a. First touching by K3. No, since R touched. 6-1-6 • b. Kick catch interference by K3. No, since touched by R. 6-5-6 • c. Officials should wind the clock as soon as the ball hit R2. 3-4-3 • d. Officials should blow the whistle when K3 makes the catch. 6-1-5 • e. K3’s advance is legal. No, ball becomes dead. 6-1-5

  10. Situation 4 • A 1/10@50. After the ready for play, the Referee notices player A1 is vomiting in the huddle. As the Referee escorts A1 to the sidelines, A1 vomits again. • a. If the Referee believes the vomiting is serious, A1 is considered apparently unconscious and can only return to the game with a written authorization from a physician. • b. If the Referee believes the vomiting is serious, A1 can return to the game as long as he sits out 1 down.

  11. Situation 4 • A 1/10@50. After the ready for play, the Referee notices player A1 is vomiting in the huddle. As the Referee escorts A1 to the sidelines, A1 vomits again. • a. If the Referee believes the vomiting is serious, A1 is considered apparently unconscious and can only return to the game with a written authorization from a physician. PIAA memorandum of 1995. • b. If the Referee believes the vomiting is serious, A1 can return to the game as long as he sits out 1 down.

  12. Situation 5 • A 4/10 @ B-20. Scrimmage kick formation. A is apparently going to kick a field goal. Snap is made to up back A1 who throws a legal forward pass, untouched by B, to receiver A2. A2 catches the pass @ B-10 and runs into B’s end zone untouched. Receiver A2 was wearing jersey #52 and is lined up in the backfield at the snap. • a. #52 is eligible since A is in scrimmage kick formation. • b. #52 is eligible only if he reports to the Umpire. • c. #52 is ineligible by number. • d. #52 has committed offensive pass interference. • e. #52 has committed illegal touching. • f. Enforce the foul from the spot of the touch. • g. Enforce the foul from the previous spot.

  13. Situation 5 • A 4/10 @ B-20. Scrimmage kick formation. A is apparently going to kick a field goal. Snap is made to up back A1 who throws a legal forward pass, untouched by B, to receiver A2. A2 catches the pass @ B-10 and runs into B’s end zone untouched. No, illegal touching. • e. #52 has committed illegal touching. 7-5-13 • f. Enforce the foul from the spot of the touch. Loose ball play, foul in advance of the basic spot, enforce from the basic spot which is previous. • g. Enforce the foul from the previous spot.

  14. Situation 6 • A 4/10 @ 50. Scrimmage kick formation. A tries a fake kick, so they snap the ball to back A1, who throws a legal forward pass, untouched by B, toward eligible receiver A2. The ball goes over A2’s head and hits the ground. Defender B3 decides this is a good time to make a big hit, so he knocks A2 down with a hard block well after the ball has hit the ground and the whistle has blown. • a. B3 has committed an unsportsmanlike conduct foul. • b. Live ball foul by B3. • c. Dead ball foul by B3. • d. If the foul is accepted, A will put the ball in play next. • e. B will put the ball in play next, and it will be B 1/10.

  15. Situation 6 • A 4/10 @ 50. Scrimmage kick formation. A tries a fake kick, so they snap the ball to back A1, who throws a legal forward pass, untouched by B, toward eligible receiver A2. The ball goes over A2’s head and hits the ground. B will put the ball in play next, and it will be B 1/10. Yes, since the foul occurred prior to the RFP. Will be @ B-35. 5-2-6

  16. Situation 7 • A 1/10 @ 50. Team A breaks the huddle with 11 players, the RFP is blown at the same time as team A is coming into formation. A12, a substitute, comes running onto the field from his sideline, and runs all the way across the field toward the far sideline. The player he replaces, A11, starts to leave immediately when he sees the substitute run onto the field. A11 leaves the field well before the snap. A12 and the other 10 A players are set for several seconds prior to the snap. • a. Illegal substitution • b. Legal substitution

  17. Situation 7 • A 1/10 @ 50. Team A breaks the huddle with 11 players, the RFP is blown at the same time as team A is coming into formation. A12, a substitute, comes running onto the field from his sideline, and runs all the way across the field toward the far sideline.   18. Situation 8 • A 1/10 @ B-13. Runner A1 is @ B-3 when blocker A2 hits defender B3 in the back, above the waist, 1 yard deep in the end zone. A1 then runs untouched into B’s end zone. • a. Foul during a running play. • b. Dead ball foul. • c. B’s choice to enforce the foul on the try or not. • d. If the penalty is accepted, A 1/7 @ B-10.

  19. Situation 8 • A 1/10 @ B-13. Runner A1 is @ B-3 when blocker A2 hits defender B3 in the back, above the waist, 1 yard deep in the end zone. A1 then runs untouched into B’s end zone. • a. Foul during a running play. 9-3-2 • b. Dead ball foul. • c. B’s choice to enforce the foul on the try or not. • d. If the penalty is accepted, A 1/7 @ B-10. 2-41-9, ball becomes dead when the TD is scored, so that is the spot where the run ends. Enforce 10 yards from the goal line to the 10.

  20. Situation 9 • A 1/10 @ 50. A is trying to run the clock down, since they lead by 1 point with less than 2 minutes left in the game. Quarterback A1 is not under the snapper, but is looking for the BJ to raise his hand to signal he has 5 seconds left to snap the ball. All A linemen are in a 3 point stance. Suddenly, all the A linemen except the snapper come out of the stance, simulating action at the snap. HL, LJ and U throw flags. As they confer, U says that linebacker B2 imitated A1’s snap cadence, and that is the reason the A linemen came out of their stance. • a. Double fouls, do over. • b. Foul on B2 is for illegal procedure. • c. Penalty for B2’s foul is 5 yards. • d. Penalty for B2’s foul is 10 yards. • e. Penalty for B2’s foul is 15 yards.

  21. Situation 9 • A 1/10 @ 50. A is trying to run the clock down, since they lead by 1 point with less than 2 minutes left in the game.   22. Situation 10 • A 3/10 @ 50. A1 runs to the B-45 and sees that he is going to be tackled, so he throws the ball to eligible receiver A2, who is @ B-40. The initial direction of the pass is clearly forward. A2 muffs the pass, and it hits the ground @ B-40, where B3 recovers it while on his knees. • a. B can keep the ball if they decline A’s foul. • b. Spot of enforcement for A’s foul is the spot of the pass.

  23. Situation 10 • A 3/10 @ 50. A1 runs to the B-45 and sees that he is going to be tackled, so he throws the ball to eligible receiver A2, who is @ B-40. The initial direction of the pass is clearly forward. A2 muffs the pass, and it hits the ground @ B-40, where B3 recovers it while on his knees. • a. B can keep the ball if they decline A’s foul. No, illegal forward passes that hit the ground are incomplete and the down is ended. 4-2-2c • b. Spot of enforcement for A’s foul is the spot of the pass. Yes, since this is a running play and the spot of the pass is the end of the run, 10-3-1

  24. Situation 11 • A 1/10 @ 50. Quarterback A1 throws a backward pass @ A-45 to A2. While this pass is in the air, eligible receiver A3 blocks defender B4 @ B-30. A2 throws a legal forward pass to A5, untouched by B. A5 catches the pass @ B-30 and runs into B’s end zone untouched. • a. No foul on A3. • b. Foul on A3 is offensive pass interference.

  25. Situation 11 • A 1/10 @ 50. Quarterback A1 throws a backward pass @ A-45 to A2. While this pass is in the air, eligible receiver A3 blocks defender B4 @ B-30. A2 throws a legal forward pass to A5, untouched by B. A5 catches the pass @ B-30 and runs into B’s end zone untouched. • a. No foul on A3. • b. Foul on A3 is offensive pass interference. His restrictions start at the snap. 7-5-8a

  26. Situation 12 • K has just scored a field goal and now leads by 2 points with 2 seconds left in the game. K kicks off @ K-40. Kicker K1 purposely kicks a squib kick to run the clock down. The ball is rolling @ R-45 when K2 muffs the ball. LJ makes the “wind the clock” signal after the muff. The time keeper starts the clock. The ball rolls out of bounds, untouched by anyone other than K2, @ R-40 as time expires. • a. LJ was not correct in winding the clock—put 2 seconds back on the game clock. • b. K has fouled. • c. R can have K re-kick. • d. R can have the ball @ the out of bounds spot for an untimed down.

  27. Situation 12 • K has just scored a field goal and now leads by 2 points with 2 seconds left in the game. K kicks off @ K-40. Kicker K1 purposely kicks a squib kick to run the clock down. The ball is rolling @ R-45 when K2 muffs the ball. LJ makes the “wind the clock” signal after the muff. The time keeper starts the clock. The ball rolls out of bounds, untouched by anyone other than K2, @ R-40 as time expires. • Ruling: Free kick out of bounds, untouched by R. 6-1-8 Result of play is game over, clock was started correctly since the touching by K is beyond the NZ. 6-1-6 So, go to the other 2 choices for a free kick out of bounds: untimed down, repeat the free kick with a 5 yard penalty or untimed down @ R-35. 6-1-8, 3-3-3a • a. LJ was not correct in winding the clock—put 2 seconds back on the game clock. Touching was not first touching since it was beyond the NZ. • b. K has fouled. Free kick out of bounds, untouched by R. • c. R can have K re-kick. • d. R can have the ball @ the out of bounds spot for an untimed down. No, since that is declining the penalty, and there would be no basis for extending the down.

  28. Situation 13 • A try @ B-3. Captain of A asks the umpire to place the ball in the middle of the field because they are planning to kick the extra point. B1 encroaches and the captain of A tells the referee that he wants to accept the penalty and also wants to place the ball on the left hash mark. • a. Referee must honor the request to place the ball on the left has mark. • b. A’s request to move the ball can not be granted.

  29. Situation 13 • A try @ B-3. Captain of A asks the umpire to place the ball in the middle of the field because they are planning to kick the extra point. Kick catching interference can not be called since there was no fair catch signal. • b. R can accept an awarded fair catch @ K-30. • c. R can accept a replay of the down @ K-5. • d. If R accepts an awarded fair catch, the ball must be put in play on the hash mark nearest the LJ. • e. If R accepts an awarded fair catch, the captain can ask to put the ball in play by a free kick.

  31. Situation 14 • K 4/10 @ K-10. 30 seconds left to go in the 2nd period. K is punting into a strong wind. K1’s punt is airborne when R2 attempts to catch it. R2 does not make a fair catch signal. No, since an awarded fair catch gives R the right to place the ball anywhere within the inbounds lines. 4-3-6 • e. If R accepts an awarded fair catch, the captain can ask to put the ball in play by a free kick. Yes, 6-5-4 allows all the choices of a fair catch when a fair catch is awarded.

  32. Situation 15 • A 1/10 @ B-15. Quarterback A1 throws a legal forward pass, untouched by B, to eligible receiver A2. A2 makes a legal catch in B’s end zone. Defender B3 commits a dead ball, late hit foul. • a. B3’s foul is unsportsmanlike. • b. Penalty for B3’s foul can be assessed on the kickoff. • c. Penalty for B3’s foul can be assessed on the try.

  33. Situation 15 • A 1/10 @ B-15. Quarterback A1 throws a legal forward pass, untouched by B, to eligible receiver A2. A2 makes a legal catch in B’s end zone. Defender B3 commits a dead ball, late hit foul. • a. B3’s foul is unsportsmanlike. No, USC’s are non-contact. 2-16-2f • b. Penalty for B3’s foul can be assessed on the kickoff.   34. Situation 16 • A 1/10 @ B-15. Quarterback A1 throws a legal forward pass, untouched by B, to eligible receiver A2. Defender B3 commits defensive pass interference in the end zone, but A2 makes a legal catch in B’s end zone. On the subsequent try, A4’s kick is good but B5 commits roughing the snapper. • a. Penalty for B3’s foul can be assessed on the kickoff. • b. Penalty for B3’s foul can be assessed on the try. • c. Penalty for B5’s foul can be assessed on the try. • d. Penalty for B5’s foul can be assessed on the kickoff.

  35. Situation 16 • A 1/10 @ B-15. Quarterback A1 throws a legal forward pass, untouched by B, to eligible receiver A2. Defender B3 commits defensive pass interference in the end zone, but A2 makes a legal catch in B’s end zone. On the subsequent try, A4’s kick is good but B5 commits roughing the snapper. • Ruling: Newly defined this year, 8-3-5b, 10-2-4 establish that these are not multiple fouls. See also 8.2.2d. So, both fouls may be assessed on the kickoff or the try. • a. Penalty for B3’s foul can be assessed on the kickoff. • b. Penalty for B3’s foul can be assessed on the try. • c. Penalty for B5’s foul can be assessed on the try. • d. Penalty for B5’s foul can be assessed on the kickoff.

  36. Situation 17 • A 3/25 @ A-20. Quarterback A1 drops back to pass, but is flushed out of the pocket by B’s pass rushers. A1 runs to the A-25, but seeing that he has no chance to gain the first down yardage, retreats to the A-19 where he throws a forward pass to A2, untouched by B. A2 makes the catch and is downed @ 50. • a. Illegal forward pass. • b. Legal forward pass.

  37. Situation 17 • A 3/25 @ A-20. Quarterback A1 drops back to pass, but is flushed out of the pocket by B’s pass rushers. A1 runs to the A-25, but seeing that he has no chance to gain the first down yardage, retreats to the A-19 where he throws a forward pass to A2, untouched by B. A2 makes the catch and is downed @ 50. • a. Illegal forward pass. • b. Legal forward pass. 7-5-1 states that it is the position of the passer’s feet at the time of the pass that is important, not where he had been.

  38. Situation 18 • A 1/10 @ A-20. Runner A1 is @ A-25 when he is hit by B2 and fumbles. The ball is loose and rolling on the ground inbounds @ A-26. A1 purposely bats the ball @ A-26 in order to prevent B from gaining possession. The ball rolls out of bounds @ A-30. • a. Foul by A1 for illegal batting. • b. Foul during a loose ball play. • c. Basic spot is the spot of the foul. • d. Penalty for the foul is 5 yards. • e. Signal is the same as for first touching.

  39. Situation 18 • A 1/10 @ A-20. Runner A1 is @ A-25 when he is hit by B2 and fumbles. The ball is loose and rolling on the ground inbounds @ A-26. A1 purposely bats the ball @ A-26 in order to prevent B from gaining possession. The ball rolls out of bounds @ A-30. • a. Foul by A1 for illegal batting. Yes, 9-7-2 • b. Foul during a loose ball play. No, fumble by A beyond the NZ. • c. Basic spot is the spot of the foul. No, since running play, basic spot is the end of the run, the spot of the fumble, where we should have a bean bag. • d. Penalty for the foul is 5 yards. No, illegal batting is 15 yards, 9-7-2 • e. Signal is the same as for first touching. No, it’s half of a first touching signal (batting is #31, first touching is #16).

  40. Situation 19 • A 1/10 @ A-20. Quarterback A1 throws a legal forward pass, untouched by B, toward eligible receiver A2; however, the pass in flight hits the Umpire in the head @ A-25, and without touching the ground, bounces straight into the arms of linebacker B3, who is also @ A-25. B3 makes the catch and advances to A-20 where he is downed. • a. Ball should be blown dead when it hits the umpire. • b. Ball is not dead when it hits the umpire, but it is no longer considered to be a forward pass. • c. B’s advance was not legal. • d. Result of the down is B 1/10 @ A-20.

  41. Situation 19 • A 1/10 @ A-20. Quarterback A1 throws a legal forward pass, untouched by B, toward eligible receiver A2; however, the pass in flight hits the Umpire in the head @ A-25, and without touching the ground, bounces straight into the arms of linebacker B3, who is also @ A-25. B3 makes the catch and advances to A-20 where he is downed. • a. Ball should be blown dead when it hits the umpire. No, by 4-2-2-e3, it remains alive. • b. Ball is not dead when it hits the umpire, but it is no longer considered to be a forward pass. No, by 2-31-4, it ends when it is caught, touches the ground or goes out of bounds. • c. B’s advance was not legal. No, since he caught a live forward pass, it is considered an interception (2-23) and the ball remains alive. • d. Result of the down is B 1/10 @ A-20. Since ball remains alive and B made the interception, their ball 1/10. 4-1-3b

  42. Situation 20 • A 1/10 @ B-15. Quarterback A1 throws a legal forward pass, untouched by B; however, the pass is intercepted by B3 in the B end zone. B3 begins to run in the end zone, but receiver A4 grabs and twists his face mask. As a result of the action by A4, B3 fumbles the ball and it rolls out of bounds @ B-2. • a. Basic spot is the goal line. • b. Basic spot is the spot of the foul. • c. Basic spot is the 20 yard line of B. • d. Result of the down is a touchback. • e. Result of the down is B’s ball @ B-2. • f. B could accept 1/10 for B @ B-35.

  43. Situation 20 • A 1/10 @ B-15. Quarterback A1 throws a legal forward pass, untouched by B; however, the pass is intercepted by B3 in the B end zone. B3 begins to run in the end zone, but receiver A4 grabs and twists his face mask. As a result of the action by A4, B3 fumbles the ball and it rolls out of bounds @ B-2.
