  3. “road construction during the reporting period” (a) is the subject of a road permit and is not in a cutblock,(b) is a forest service road,(c) is a permanent access structure under paragraph (a) of the definition… (expected to access other blocks) OR(d) is a permanent access structure under paragraph (b) of the definition … (unsuitable for a crop of trees … that is longer than 500 m and connected to a road providing access) Resource Tenures & Engineering Branch

  4. When is a road Constructed? Not specified in regulation when a road would be considered as finished construction and reporting is required Suggestion: Prior to timber other than from the roads clearing width being hauled over the road Resource Tenures & Engineering Branch

  5. Reporting period “reporting period” … means the 12 month period beginning on April 1 of the immediately proceeding calendar year Resource Tenures & Engineering Branch

Reporting Dates April 1, 2003 March 31, 2005 ROAD CONSTRUCTION / DEACTIVATION Dec 31, 2005 REPORTING DEADLINE • Initial Reporting: • Road Construction / Deactivation that was completed between April 1, 2003 and March 31, 2005 must be reported on or Before Dec 31, 2005 • unless reported previously under section 8(3) of FRR • unless for deactivation, was previously shown on an FDP Resource Tenures & Engineering Branch

Reporting Dates April 1, 2005 March 31, 2006 ROAD CONSTRUCTION / DEACTIVATION Sept 1, 2006 REPORTING DEADLINE From April 1, 2005 and for subsequent years: Road Construction / Deactivation that was completed for a 12 month period, between April 1st and March 31st , must be reported before the following Sept 1st.   8. Deadline for Reporting Subsection 86 (4)Before September 1 of each year, a timber sales manager must submit to the district manager: Resource Tenures & Engineering Branch

Subsection 86 (4) (a) and (b)(a) the following information for road constructed during the reporting period, by the timber sales manager, a holder of a TSL or road permit … granted by the timber sales manager: (i) the location of the road, (ii) the location, type and overall length of any bridges, (iii) the location and the diameter or span of any major culverts and of any fish-stream culverts, (iv) the stream crossing identifiers for bridges and culverts referred to in subparagraphs (ii) and (iii), (v) the location of engineered structures other than bridges, culverts or fords, and (vi) the location of road sections containing stumps, roots and embedded logs left or placed (A) under the road fill within the road prism width, if the road is located on landslide prone terrain, or (B) under the travelled portion of the road fill for other road locations; Resource Tenures & Engineering Branch

(b) the location of any road that was constructed (i) by the holder of a timber sale licence or of a road permit granted under section 3 (2) (b) of the Act or by the timber sales manager under section 3 (2) (c) of the Act, AND (ii) deactivated during the reporting period Resource Tenures & Engineering Branch

  11. Subsection (6)Information required under this section must be in a form and manner that is satisfactory to the minister. Resource Tenures & Engineering Branch

  12. Exemptions • Section 86.1 (2) Despite section 86, on or before December 31, 2005, … the timber sales manager must furnish to the district manager … information … for road construction and deactivation for the period between April 1, 2003 & March 31, 2005 unless (a) information was reported under the FRR. OR (b) road deactivation was previously shown on a FDP Resource Tenures & Engineering Branch

  13. Exemptions • Section 86.2 Section 86 and 86.1 do not apply to (a) the holder of a forestry licence to cut … between the timber sales manager … or (b) (i) the holder of a timber sale licence if eligibility was restricted to one or more categories, or (ii) associated road permit … entered into under the Forest Act between (iii) district manager & licence or permit holder, or (iv) timber sale manager & holder of a licence Resource Tenures & Engineering Branch

  14. Exemptions • Section 112 (1) The timber sales manager is exempt from requirements (to report roads) under section 8 (3) of the Forest Road Regulation • (3) A timber sales manager must comply with section 86 (4) and 86.1 (2) in respect of a road that is (a) a forest service road shown on a FDP (b) constructed by TSL holder, or a related road permit Resource Tenures & Engineering Branch

  15. The “manner” will be via Electronic Submission Format (ESF) Info electronically submitted and collated in FRMA BCTS, similar to licensees, will be providing electronic as-built road spatial and attribute data in keeping with annual reporting requirements Resource Tenures & Engineering Branch

  16. ESF Submission would include spatial location of the road and physical attributes such as bridges and culverts Resource Tenures & Engineering Branch

  17. Bridges - FRPA requires location, type, length and identifiers for bridges - this translates into the following mandatory data requirements: Resource Tenures & Engineering Branch

  22. Note: fish stream crossings For fish stream crossings, the reporting of “fish stream” is considered a stream crossing identifier and is required to be reported (mandatory). If the stream is not a fish stream, the reporting of “fish stream” as “N” (not a fish stream), is optional. Resource Tenures & Engineering Branch

  23. FRPA requires road section locations which contain stumps, roots and embedded logs: The FRMA Feature Type would identify whether the organics were: - in road fill, or - under the travelled road portion Resource Tenures & Engineering Branch
