What are foundation skills? English language, literacy and numeracy (LLN) – listening, speaking, reading, writing, digital literacy and use of mathematical ideas; and Employability skills, such as collaboration, problem solving, self-management, learning and information and communication technology (ICT) skills required for participation in modern workplaces and contemporary life. National Foundation Skills Strategy for Adults, 2012 Language, literacy and numeracy (LLN) are the essential underpinning skills that enable people to be productive in their work, to continue to learn and develop, and to participate fully in society. National Foundation Skills Strategy for Adults • By 2022, at least two thirds of working age Australians will have the literacy and numeracy skills needed to take full advantage of opportunities afforded by the new economy. • Literacy and numeracy skills at level 3 or above (on scale from OECD Adult Literacy and Life Skills Survey)
National actions Four priority areas for action: • Raising awareness and commitment to action • Adult learners have high quality learning opportunities and outcomes • Strengthening foundation skills in the workplace • Building the capacity of the education and training workforces to deliver foundation skills

Action area 4: Building the capacity of the education and training workforces to deliver foundation skills From 2012 Australian governments will work collaboratively to: • Strengthen and diversify the identity of the foundation skills practitioner field; and • Support professional expertise in foundation skills delivery, including by exploring options for developing professional standards for practitioners

2014-15 Scoping professional standards • Research to identify and qualify professional practice in foundation skills • Stocktake of qualifications to identify existing credentials • Collection of stories from the field to explore career pathways and development opportunities • NCVER-led compilation of quantitative research to understand practitioner skills and experience • Validation workshops to share collaborative practice and options for ongoing professional development • Consolidation of findings will contribute to recommendations on developing a Framework schema
