Schedule & Cost • Carefully consider cost and the time it will take to complete all phases of the project: • Allow enough time in the schedule to complete IDOT implementation process • Consider the schedule when estimating cost and account for inflation • Verify that local funds are available to fund all phases and keep the project moving – projects must progress to remain in the program
Funding Availability • Programming marks are unknown, but expected to be comparable to 2011. • Due to Advanced Funding, no funds for FY 2012 – 2014 unless further advances are requested
Implementation – Project Tracking • STP funds cannot be spent if not accurately reflected in the CMAP TIP • Job Request and Local Agency Agreement sent to DMMC prior to submittal to IDOT • TIP changes and advanced funding requests can take months • Any change in schedule or cost MUST be reported to DMMC immediately
Application Hints • Provide complete and current data • New projects, or guaranteed projects with significant scope changes must complete a full application in the proper category • Resubmittals should fully explain (with any supporting data) the reason additional funds and/or time is needed • Submit via email (single pdf file) or mail/deliver one unbound copy • Application forms change – if you recently submitted for STP, please cut/paste relevant information into the 2012-17 STP Application, in the order requested
