Project Objectives • Project kick-off on June 30, 2017 • Design and implement a seasonal planning process that: • Addresses TOP and RC needs • Adds real value to operations preparedness • Facilitates coordinated operations • Dovetails with NERC required studies (TPL, IRO-017 Outage Coordination) • Aligns with and supports the SOL Methodology v8.1 • Retains the aspects of the current process that are working well and are adding value

Seasonal Planning Facts • May 2015 FERC Settlement Order states that “Peak shall coordinate the seasonal planning process for its RC Area.” • Seasonal studies are not an extension of TPL studies • No longer a need to determine historical Path SOLs • NERC Reliability Standards no longer contain requirements to perform seasonal studies • The standards require TPL Planning Assessments, outage coordination assessments (IRO-017), Operational Planning Analyses (OPA), and Real-time Assessments (RTA)

Project Status • Draft posted for 4 weeks for formal industry comment – announced on February 15 stakeholder webinar • Final version issued on April 4 with an effective date of May 1, 2018 for winter 2018/2019 studies • Final version retracted on April 11 • Reposted for 2nd round of comments • Comments due on May 11 • Final version to be issued in June with an October 1, 2018 effective date for spring 2019 studies • Future revisions will address any changes in RC footprint

  10. Revised Process Attributes • Four subregional study groups retained • Increased flexibility • Less prescriptive • Facilitates improved efficiency • Reduced administrative burden
