  3. FPB Mandate FPB mandate is derived from the Films and Publications Act of 1996, as amended in 2004 and 2009. FPB is mandated to regulate the: • creation, production, possession and distribution of films, games and certain publications by means of classification • imposition of age restrictions and giving consumer advice • make exploitative use of children in pornographic publications, films or on the internet punishable

Organizational Achievements 2016/2017 • FPB received an unqualified Audit Report – in respect of Performance Audits. • Overall a reduction in the number of findings from 14 to 8 • Classified all legible materials submitted (1 805), identified 2 804 unregistered distributers, and reached more than 24 000 learners across the country as part of the FPB outreach and awareness campaigns • 86% of FPB’s annual performance plan targets were met. • The FP Amendment Bill is currently being deliberated by the Portfolio Committee on Communications • Tariff Review study concluded • Development of the Online Content Regulation system • Piloted the decentralisation of FPB administrative and classification services in Durban • Launched the UNISA Course 0n Classification of Media Content in South Africa

  32. Cost saving Several cost saving initiatives were done during the financial year resulting in an overall amount of R 4 465 406 that was allocated to flagship projects.

  33. Statement of Financial Performance

  34. Revenue 2016/17 • R6.7m was generated from regulation fees as compared to R5.8m in the previous financial year. The increase of 15.8% is due to the increase in the online distribution fees • Other income at R1.1m consist mainly of investment income and tender fees • Overall income received for the year ended 31 March 2017, was R94.3m as compared to R89.0m received in the previous financial year resulting in an overall increase of only 6%. • The 2016/17 year surplus was retained and utilized to pay outstanding balances and for the Online Content Regulation Project. • 100% of the grant allocated was indeed spent during the 2016/17 year.

  35. Expenditure 2016/17 • Staff costs of R49.9m were incurred for the current year. This total includes Classifiers’ fees of R4.5m paid during the financial year. • Operational expenditure of R37.4m slightly decreased from R37.9 compared to the previous year due to cost saving measures implemented such as: - Reduction of international travel fees by 51% compared to the previous year - 38% reduction of telephone and fax expenditure - 98% reduction on advertising

Audit report • The FPB had no adjustments to the initial AFS submitted for audit • The FPB identified, disclosed and has implemented consequence management for all irregular, fruitless and wasteful expenditure disclosed in the AFS Note • Although the AGSA has not identified any misstatement in the financial statements they found material issues on performance information. Based on the methodology that they used they concluded that our target were not measurable and smart. • The above assessment by the AGSA resulted in the modified audit report

Audit progress made • 93% of previous unresolved findings were successfully cleared during the 2016/17 year • The AGSA reported an improvement in the quality of the financial statements and internal controls as per the Management Report • Quality of performances information reported were flagged as areas where intervention is required Irregular, fruitless and wasteful expenditure • Management is satisfied with the controls implemented over SCM processes and procedures. As a result of this control management reduced this from R487k in 2015/16 year to R98k in the current year.

  45. Issues to note on Performance Information • Matter raised by the AGSA had not been raised in prior years and during the interim audit conducted, with the limited change in FPB APP • Methodology used by AGSA to conduct current performance audit differed from prior year. Technical indicator descriptors and evidence were not reviewed and considered as part of the audit. • Management raised the concerns with AGSA • Management has however revised the APP to ensure AGSA recommendations are implemented

  46. Conclusion • Issues raised by AGSA have been addressed, a revised APP has been resubmitted to the Executive Authority • All existing vacancies have been advertised and the recruitment processes are underway • Request the Portfolio Committee on Communications to note that the annual report was tabled by the Ministry of Communications on the 19th of September 2017
