Presidential Authority for SANDF Deployment under Operation PROSPER

The President has authorized the deployment of 3,300 SANDF members to combat illegal mining and related crimes in South Africa under Operation PROSPER. The deployment, in cooperation with SAPS, aims to address the illicit mining activities involving organized crime and violence. The operation will last for 6 months with an estimated cost of Rm 492.1 million, posing an unforeseen financial challenge to the DOD for FY2023/24.

  2. AIM To present to the Joint Standing Committee on Defence & Military Veterans (JSCDMV) the Presidential Authority for the deployment of the SANDF under OPERATION PROSPER (Illegal Mining) 2 2023/05/11 "A Defence Force of the People, by the People, for the People"

OP PROSPER (1/3)  The President has authorised the employment of the South African National Defence Force (SANDF) for service in cooperation with the South African Police Service (SAPS) for the prevention and combating of crime and the maintenance and preservation of law and order in the Republic of South Africa under Operation PROSPER (OP PROSPER).  This is in accordance with the provisions of section 201(2) (a) of the Constitution of the Republic of South Africa, 1996.  The deployment of the SANDF is part of the security cluster (JCPS) effort to address the prevailing high level illicit mining and the related brazen organised crime. Illegal miners carry with them illegal rifle caliber weapons, explosives and also torture and harass communities residing in the vicinity of the disused mining areas. 3 2023/05/11 "A Defence Force of the People, by the People, for the People"

OP PROSPER (2/3)  A compliment of 3 300 members of the SANDF will be deployed in cooperation with the SAPS to support and assist the security cluster in the fight against illegal mining and the related criminality across the country.  The employment will be for a period of 6 months over the period 28 October 2023 to 28 April 2024. 4 2023/05/11 "A Defence Force of the People, by the People, for the People"

OP PROSPER (3/3)  The estimated expenditure expected to be incurred is Rm 492 143 296. • Compensation of Employees Rm 256 651 296 • Goods and Services Rm 235 492 000 • Total estimated cost Rm 492 143 296  The costs for this deployment is unfunded in the FY2023/24 DOD financial allocation and is considered unforeseen and unavoidable. 5 2023/05/11 "A Defence Force of the People, by the People, for the People"
