Foundations of Sport in Malaysia 1.1 Foundation of our sport system based on partnership of 3 key independent equal decision-makers * The individual player * The National Sport Association * Government 1.2 The National Sports Policy gives strength to our sport institution, provides continuity, use for the immediate operations and long term development.

    3. 1.3 Sport an integral part of the overall developmental efforts of the government towards the entire population. 1.4 UNESCO 1972 The practice of PE and Sport, a fundamental right for all people, no different from right to adequate food, shelter, medical care.

    4. 1.5 United Nations Resolution 58/5 2005 UN International Year of Sport and PE, Promote:- Sport and Education Sport and Health Sport and Development Sport and Peace 1.6 Basic Education for Children Change from 3R’s to 4R’s

    5. 1.7 Sports for All contributes to the economy with positive impact on our public health budgets. Sport PE discipline 20% Medical discipline 20% 1.8 Social justice objective Government must provide the most resources in Sport-PE which benefits most Malaysians ie. give to Sport for All.

    6. Physical Education and Sport in Malaysia The Real Situation (some aspects) 2.1 High Performance Sport ie success in a number of sports 2.2 Most of the people’s money, schools, time, effort, promotions, management for High Performance Sport.

Physical Education and Sport in Malaysia The Real Situation (some aspects) 2.3 Attitude to PE-Sport ie Play No intellectual base No scientific base No need for qualified leaders 2.4 2010 National budget. No mention of PE and Sport. 2.5 Malaysian sports and PE suffers from the globalization and colonalization of sport.

Physical Education and Sport in School 3.1 Physical Education the Art and Science of Human Movement. 3.2 Physically Educated Malaysian Student * Physically fit and healthy * Skill in motor abilities for life * Skill for “Sport for All” and if he/she wants “High Performance Sport” * Knowledge and positive attitudes PE & Sport * Human Relations for peace and life * Positive self concept. All must receive this statement ie schools, parents, pupils educators, media.

    9. 3.3 Basic PE and Sport Equipment for all primary and secondary schools. What is the target for 2010? 2008 target 50% of schools. 3.4 Basic PE Facilities for all Schools 2008 target 20% of our schools 2010 target 50% of our schools 3.5 United Nations time requirement for the PE lesson (2005) All pupils with at least 120 minutes each week and in the longer term 180 minutes or more. 2008 target to implement the UN requirement in all Malaysian schools.

    10. 3.6 Quality PE lesson and its structure 1st Part Fitness, active living, and knowledge 2nd Part Skills and Knowledge for life and sport 3rd Part Sport for All, games competition 3.7 Reporting PE achievement Must change from the grade, to information on achievement of the PE aim and objectives 3.8 Co-Curriculum Sport Programme 2 Components Sport for All and High Performance Sport

    11. 3.9 Co-Curriculum Sport Programme Students experience HR training for sport, fitness, recreation. 3.10 Away from school, PE, Sport PE and Sport education must assist pupils for active living away from school. 2008 target 50% of schools implement a structured “away from school” sport, fitness and recreation programme.

    12. 3.11 One Pupil-One Sport Programme The focus should be : 1 Pupil-1 Sport for All/Fitness/High Performance Sport. Is the Ministry of Education serious? Considerations (sample) - Facilities played in all schools - Sport for All, SUKMA, sports not available in schools - Using outside school resources and organizations. - Preparing pupils during PE lessons - Preparing pupils for away from school active living. - Monitoring and evaluation
