Successes • P4P : catalyst for smallholderfarmerdevelopment • Leverage for partnershipsbased on value chain and partners’ comparative advantage, includingRBAs • P4P is a learning and sharing platform : central in explaining challenges faced by farmers, understanding the livelihood of the beneficiaries • Opportunity to influence policy change on public procurement • Key part of the overall effort of eachpartner, bringingtogether the other initiatives.

Successes • Ability to procure substantial volumes fromsmallholders changes the way WFP isperceivedamongst host governments • Food safety : use of blue box as effective and new way to address and deal withfoodsafety issues • P4P has promoted discussions on the role of smallholders in agricultural development • Partnerscommend WFP for itsflexibility and patience to takerisks and adjustparticularly in the procurementprocedures

Challenges • WFP perceived as verybureaucratic and overwhelming to engage withsmaller and more clearlystructuredpartners • Difference in entry point, WFP nationallyfocusedwhileoperationalpartners more district and communityfocused • WFP restrictions on particularcommodities • Lack of clearstrategy for engagement withprivatesector

Challenges • The expectedevolutions and resultstake time to beachieved • Developmentpartners not availingfunds for actualfoodprocurementthrough P4P • Findingsupply-sidepartners and the time for functionalmarkets to evolvewithsmallholder engagement • Access to credit (high interest rates, collateral, farmercapacity, …) • DCA expectsthat the guaranteeschemewillincentiviselending to FOs by financial institutions, but will not reduceinterest rates substantially • M&E will not be able to draw all the lessonsthatwemay have expected

Lookingforward • Exit strategy • Key issue for international developmentpartners • Engagement withgovernments • Needs to beincreased • Somegovernments are showingsigns of this, leveragingtheirownpurchasing power • Engagement of privatesector • SNV embed the ideas of P4P in civil society (social accountability) • Increase RBA collaboration • Creditremains a challenge wewouldlike to look closerintowithgovernments and developmentpartners • Partnershipisexpected to continue post-pilot, however: • Depends on the capacity of WFP to innovate
