  2. “Half Time” at the General Assembly

  3. Transportation • Increased local road and bridge funding by eliminating off the top expenditure for the State Police, BMV • Dedicated 1.5 percent of the overall sales tax collections to the MVH fund. • This will increase county distributions for the MVH fund by nearly $70 million each year. HB 1001 Budget Bill

  4. Transportation • Alternative FuelsTax • Fuel tax imposing the existing rates on the diesel or gasoline gallon equivalents of the various forms of natural gas sold. • Generate revenue in an amount approaching $1 M HB 1324 (Frye) Motor Fuels

Transportation • Would allow a county or municipality that receives funds from the Federal Surface Transportation Program (STP) to exchange the federal funds at a rate of $0.75 of state funds for each $1 of federal funds. • May reduce project administration costs HB 1067 (Cherry) Federal Funds Exchange

  6. Transportation • Permits a county income tax council to impose a motor vehicle excise surtax and a wheel tax for a county. • 45 counties have not adopted • Could raise an estimated $70M if they adopt the taxes at the maximum rates. • Votes on the income tax council are apportioned based on population where SB 389 (Boots) County Excise Surtax and Wheel Tax.

Local Government Reform • Local elected officeholder may be suspended from office if the officeholder is charged with certain felonies or misdemeanors • 2/3 majority of the legislative body finds that the offense is relevant to the officeholder's suitability for office • Suspended with pay SB 226 (Glick) Suspension of Local Officeholder

Department of Correction Reform • Consolidation of Community Corrections and Probation– • In counties or combinations of counties that have established a community corrections program, a court with authority to impose probation may, with the consent of the community corrections advisory board, establish and operate a consolidated probation and community corrections department. • A “court” should not have the authority to establish consolidation HB 1006 (Steuerwald and Steele) Various Changes to Criminal Code

  12. Department of Correction Reform • Penalty Reductions for Marijuana Possession and Certain Crimes of Theft • More individuals will likely be committed to either jails or assigned to probation or community corrections programs HB 1006 (Steuerwald and Steele) Various Changes to Criminal Code

  13. Department of Correction Reform • This could be very costly to counties. • Counties could see and increase in jail population and the number of individuals in community correction • Funding must be established HB 1006 (Steuerwald and Steele) Various Changes to Criminal Code

  14. Gaming • This bill eliminates the casino admissions tax. • Reduces the set amount distributed to every non-gaming county by $6.5 M. • Counties can not afford to take this loss SB 528 Gaming (Boots)
