Category 1: Public Voice, e.g.,
Cellular service (Mobile Virtual Network Operators- MVNO),
Fixed voice service,
IP telephony that requires the use of the numbering resource,

Internet access (including IP telephony that does NOT require use of the numbering resource + Virtual Private Networks),

Category 3: Capacity Resale, e.g.,
Capacity Resale services (local and international),
Calling Cards ,etc

The Capacity Provider (CP) License.
Scope
Provide telecommunication bandwidth capacity or facilities
Within the national boundaries of Uganda.
Target Group
Category 1:
Licensees already permitted to install infrastructure of the type they have already invested in, e.g., existing ISPs with wireless networks;

Core business not in telecoms but possess private communications facilities with surplus capacity and wish to resale this to third parties; e.g., UETCL;
Category 3:
New entrants in the Internet Access market operating their networks using ISM bands, e.g., 2.4GHz and 5.7GHz band.

Scope
Authorises a PSP to set up infrastructure for themselves, in specified locations
Within the national boundaries of the Republic of Uganda.
N.B. Installed infrastructure may be used by any
other licensed providers in that area.

Valid PSPs who demonstrate that:
No infrastructure in the service area of the PSP;
Licensed Infrastructure Providers cannot provide the infrastructure within the Maximum Response Time;
The existing infrastructure is not capable of carrying the service the PSP wishes to provide;
Service Provision to commence within 12 months.

Scope
Authorises provision of specified telecom services to be provided without a signed licence agreement with the Licensor
Conditions of providing those services are contained in a general document which if found at the Commission
Target Group
Class 1: Public Pay Communication resellers (e.g., Internet Café, telephone bureaus, etc)
Class 2: Private Networks
17. 8/25/2012 17 Authorisations Access to Essential Resources and facilities
Commission to determine and declare the Essential Resources and Facilities
Essential Resources and Facilities could include; Spectrum, Numbers, Towers on a strategic hill, ducts, fibre cable etc
For this new Licensing Regime, it is proposed that the Essential Resources and Facilities should include;
Spectrum
Numbering Resource
18. 8/25/2012 18 CONCLUSION UCC’s intention in the proposals is to create a
competitive environment by;
Allowing operators to choose the technologies they wish to use.
Simplifying licensing by classifying telecommunication services into Voice and Data.
Encourage innovation
