  2. Seasons of Change • In every season there is change. We look to nature for examples - like weather conditions! • The Lead Industry is no different, we are in a season of change.

  3. Start-Up Phase • Children under age 6 with high blood levels in our state was estimated at more then 20,000 • We established valued partners in health, housing , medical profession • We established protocols for doing our jobs - model reports/ procedures

  4. Start up Phase • Federal funding was in abundance • Advocacy at all levels: local, state and federal, it was exciting time! • The emergence of passionate speakers and health studies that proclaimed the need to stop this # 1 environmental health hazard.

  5. Start up Phase • State of Michigan approved by EPA • Training providers • Workers, Supervisors and firms • Compliance assistance began • Education and outreach spread the message regarding the new requirements…

  6. Several years into Start-up Phase • More Community based lead partnerships formed across the state • State passed new legislation: toy bills, Lead Safe Housing Registry, landlord accountability bills, Pre-Renovation Notification Rule

  7. Startup phase • Federal Government Passed additional legislation: • HUD 1018 Real Estate Disclosure Rule • HUD Part 35 • EPA • 402/404 • Standards for paint, dust and soil • 1018 Real Estate Disclosure Rule

  8. Current Season- Partnerships • Community partnership are fewer and meet less often….. • Kalamazoo • Grand Rapids • Detroit Lead Partnership • Michigan Alliance for Lead Safe Homes - planning a fall session • New partnerships forming under Detroit GHHI and Flint GHHI.

  9. Current Season CDC • ALL Grants end in August • New Fed $$$ will not be passed in time if included in the budget • White House has not heard of the problem with funding cuts, CDC did not send the letters up to Whitehouse from concerned groups • Most CDC staff have moved on • Mary Jean Brown is now a subject matter expert

  10. Current Season- Regulations • State: • Rep Stallworth III proposing bills for child screening / testing and lead abatement funding • Proposed housing code changes

  11. Current Season in Regulations - Changes in Detroit and Grand Rapids landlord ordinances - Enforcement work group in Detroit

  12. Current Season Federal Funding • EPA funding stable and up a bit this year for Michigan’s accreditation, certification and enforcement. • HUD funding has been stable in lead grants but the amount of funds per grant has been reduced.

  13. Future Season CDC Who will: • Screen and test children • EBL environmental Investigations • Medical case management of the child • Blood lead information input and dissemination to locals • Continuation of Healthy Homes Strategic Plan

  14. Future Season CDC Concerns • HUD may have some flexibility to fund blood testing under depends on Title X authority • Some states are using Medicaid $$$ • Where will funding be found in Michigan?

  15. Current season Federal Regulations - EPA expanding RRP to commercial and Industrial buildings. - NAHB would like RRP to be eliminated

  16. Future Funding • HUD OHHLHC sought internal approval to ask for 30 million more, $120,000,0000 to $150,000,000. • MILASH is hoping still to achieve extra state funding….. • CDC $10,000,000 is proposed in senate was $30,000,000 • EPA appears to be stable funding

  17. Future Season • Lead industry is quickly transitioning to Healthy Homes • Healthy Homes is slowly transitioning into a one-stop-shop for families…GHHI concept.

  18. Future Season Key to this industry is to identify all housing conditions and show these concerns to our governments. WE must demonstrate that healthy housing is a core public health principle.

  19. Future Season Lead Safe Housing Registry There will be a day when you will enter your lead notification information directly into the registry and be able to save data and pull reports of this information.

  20. Future defined by ALL OF US With increasing pressure to reduce the size of government, federal and state dollars have been cut and will be further cut. This will proceed until a crisis arises in each segment and then funds will reappear for a time to address the crisis.

  21. This of course is very shortsighted. Great nations exist due to long term vision. The vision of Michigan and our country is founded on our children. They will not be competitive and productive if they are not healthy.
