European socialdialogue • Embedded in the European treaty • Article 154 TFEU : social partner consultation • Article 155 TFEU: social partners right to negotiate • European cross-industry social partners: • Negotiated on issues which resulted into binding legislation (fixed term work) • Last 10 years mostly focusing on macroeconomic policy & non-binding agreement (telework, stress)

European socialdialogue: 2 levels Cross-industry sectoral • Employers • Businesseurope • Ueapme • CEEP • Trade-union • ETUC National organisations member • About 40 sectors • Employers • Sectoral federations • Trade-unions • Sectoral • A main organisation is UNI-Europa, regrouping unions in the services sectors

European sectoralsocialdialogue • Themes and subjects of work programme: social partner autonomous decision • Great variation between committees: • Subjects • Activities • Outputs • Most active committees have also impact on policy making • Example: construction, commerce, chemical, hotel & restaurant, … agriculture, fishery • Studies • Develop tools (health & safety, …)

European sectoralsocialdialogue • Socialpartner: recognition by the EC • 1998 : status of social partner acquired on basis of representativeness study in 15 MS • Creation of a European sectoral social dialogue committee ‘live performance’ • Currently: representativeness study of social partner representation in EU 27

  8. Strengtheningcapacity of employers • Representation : • key to impact policymaking • Key to provide addedvalue for the sector (ourmembers) Therefore: employerscapacity building project in 2012 => Managedby Pearle (co-organiser OKO)
