SEDM-CC AND PMSC/MPFSEE SECRETARIAT CHAIRMANSHIP 2009-2011 ITEM II Priority goals of the Bulgarian SEDM-CC/PMSC Chairmanship: • strengthening the role of SEDM as a key Forum for cooperation and dialogue on security issues on a regional scale; • adapting the SEDM Process to the requirements of the ever-changing security environment in the region and worldwide; • emphasis on the need for further evaluation of possible SEEBRIG engagement in UN or OSCE mandated, NATO-led or EU-led PSOs, or crisis response/disaster relief operations; • provision of optimum opportunities for further development of SEDM projects avoiding duplication, overlapping and competition; • encouraging SEDM observers nations’ aspirations for full membership and enlargement. SEDM-CC AND PMSC/MPFSEE SECRETARIAT CHAIRMANSHIP 2009-2011 ITEM II • Outcomes from the SEDM Ministerial • Ministers of Defence: • Welcomed Montenegro and Serbia as new SEDM members; • Welcomed Bosnia and Herzegovina as a MPFSEE observer; • Reiterated their support for Ukraine’s decision to accede to the MPFSEE Agreement; • Set the focus of SEDM-CC, PMSC, and SEEBRIG on the activities that best support interoperability and Euro-Atlantic integration of thecurrent and future SEDM Nations; • Emphasized on the need of all SEDM projects optimization to avoid overlapping and duplication with other regional initiatives and activities; SEDM DCHOD’s meeting Ljubljana 08.06.2010

SEDM-CC AND PMSC/MPFSEE SECRETARIAT CHAIRMANSHIP 2009-2011 ITEM II • Outcomes from the SEDM Ministerial • Tasked COMSEEBRIG to prepare an in-depth analysis of the SEEBRIG current status and capabilities for possible involvement in future missions reflecting the new realities; SIGNED DOCUMENTS: • The SEDM Ministers signed the Agreement on the Coordination Committee in the framework of the SEDM Process; • MPFSEE Ministers signed the 5th Additional Protocol to the MPFSEE Agreement reflecting the necessary updates due to changes in the financial, logistical and organizational parameters of the Brigade. • APPROVED SEEBRIG PLANS AND CONSEPTS: SEDM DCHOD’s meeting Ljubljana 08.06.2010

SEDM-CC AND PMSC/MPFSEE SECRETARIAT CHAIRMANSHIP 2009-2011 ITEM II Future Directions of SEDM Development • Evaluation of all possible ways of SEEBRIG participation in operations; • Closer collaboration with organizations as NATO, UN, OSCE, and EU; • Active involvement of observer nations in SEDM process, reaching operational interoperability and enhancing Euro-Atlantic Integration; • Further SEDM enlargement as demonstration of SEDM’s “open door” policy; • Enhancement of pragmatic defence cooperation meeting the real needs of SEE countries and beyond; • Provision of optimum opportunities for further development of SEDM projects, avoiding duplication, overlapping and competition.
