  2. Commercial sexual exploitation of minors has been recognized worldwide as one of the most severe violations of the human rights of children and adolescents.

  3. Violation of children’s and adolescents’ rights through commercial sexual exploitation takes on ever larger proportions and complexity levels within our world today and, unfortunately, our countries have not escaped from it .

  4. In the Central American area the problem has increased due to • Political stability that reflects in more tourism. • The attraction of beaches, national parks and • diversity of weather. • The myth of impunity. • Borders, harbors and shoreline areas. • Arrival of merchant and cruise ships.

  5. Current reality is alarming:Presence of the so-called “sex-tourists” in the region is a fact.

  6. Sex industry is linked to several activities: • Organization of “sex tours”. • Distribution of pornographic material throughout the world via INTERNET. • The anonimity and impunity of the exploiters, procurers and intermediaries. • A patriarchal society, adult-centrism. • The existence of a strong, organized criminal network that protects and fosters it.

  7. In this context, we must emphasize the provisions in Articles 3, 19 and 34 of the Convention on Children’s Rights.

  8. Article 34“Member States are committed to protect the child against all forms of sexual exploitation and abuse.

  9. To this end, Member States will specifically take all actions of a national, bilateral and multilateral nature necessary to avert:

  10. Enticement or coercion for a child to undertake any illegal sexual activity.Child exploitation through prostitution or other illegal sexual practices.Exploiting the child in pornography shows or material.

  11. BY SETTING UP A DATA BASE WITH THE ADDRESSES OF ALL MIGRATION DIRECTORSHIPS IN THE REGION ABOUT ALERTS, CAPTURES AND ANY ENTRY OR EXIT IMPEDIMENTS FOR FELONIES RELATED TO WHITE SLAVERY AND THE SEXUAL EXPLOITATION OF MINORS. THEREFORE THE GENERAL DIRECTORSHIPS OF MIGRATION AND ALIENAGE OF THE AREAHAVE SUPPORTED THE PROJECT:

  12. OVERALL GOAL OF THE PROJECTStengthen State security by establishing a regional data base that will help erradicate crimes related to white slavery and Sexual Exploitations of Minors.

  13. BENEFITS OF THE PROJECT

  14. 1.Create a regional data base.2. Warn and monitor exploiters.3. Reduce impunity in the countries of the region.

  15. 4. Generate information that will help facilitate decision-making at the regional level. 5. Strengthen the laws in each country. 6. Address the phenomenon in an interdisciplinary way.

  16. 7. Strengthen institutional capacities (cutting edge technology). 8. Training and sensibilization on the issue. 9. Creation of protocols, manuals, laws and procedures to deal with both exploiters and victims.

  20. Mariano SánchezCarvajal Sentenced to four years in prison for sexual assault and aggravated corruption.

  21. José Manuel Soto Mora Wanted by the authorities since 1998. Facing 8 –year sentence for sexual assault.

  22. Juan José Navarro Masís Fugitive since 1999. Pending 4-year sentence for sexual assault.

  26. Hugo Coto Cerdas, a.k.a. Brother Juan de la Cruz. Sentenced to 6 years for child abuse.

  27. Jesús Pérez Calvo, a.k.a. Brother Alfonso. Sentenced to 10 years in prison for child abuse.
