Wider Economic Context Change • 2007+ Global and national economic challenges… • Role of planning in economic recovery, employment growth? • 2008 housing completions: 90,000, 2010: 15,000, 2011: 8,000 (4000 one off’s) • Housing demand to 2020: 25,000 pa?? • Mid 2000’s annual population increase: 80,000 • 2010: Net migration 50,000 • 2009 Total National Residential Zoned Land: 44,000 hectares • Current National Housing Land Requirement: 4,500 hectares?? • Vacant new complete/near complete housing: 33,000 houses

Forward Planning: Future Challenges • Capital Programme reduced by 35% (50%?)… • Need for Govt Departments, agencies, regional and local authorities to adjust to current economic, development, investment realities… • National, regional, local plans need better integration, working off the same forecasts and assumptions, planning for schools, water, transport, housing… • County forecasts have been agreed by LA members at regional level working within Central Statistics Office national level forecasts… • Opportunity for much better prioritisation and co-ordination between Government Departments, local authorities etc… • Not about controlling population – about integrating the thinking behind plans of local government, central government with current economic and development realities…

The Core Strategy (1) • Introduced by Section 7 • Purpose: to demonstrate that the development plan and its objectives are consistent with the National Spatial Strategy and Regional Planning Guidelines… • Consistency: as regards settlement patterns and allocations of population and land for housing to give effect to the hierarchy above… • Timing: Plans to be varied and variation adopted within 1 year of adoption of RPG’s (mid/end 2011)… • Content: • (1) Core Strategy section of Written Statement… • (2) Core Strategy Table… • (3) Core Strategy Map…

Core Strategy (2) • How to demonstrate consistency? • Population targets must be from RPG’s, these are derived from Ministers October 2009 letter to regional authorities… • Level of zoning of land for housing or mix of housing and other uses must be derived from population targets, avoid exceeding targets… • Objectives of the plan with regard to distribution of population across a settlement hierarchy in the plan area must be consistent with RPG’s… • Calculations of expected housing yield in the plan area from zoned lands must take account of not only residentially zoned lands but for mixed use lands as well… • Any excess of zoned land must be identified, and a strategy set out to deal with the excess…

Core Strategy (3): Other issues • Dealing with surplus lands: Use of 3 mechanisms… • Phasing of development with surplus defined as “strategic reserve” • Alternative objectives: employment, amenity, community etc • Deleting objectives… • Other Uses… • Not expressly covered by legislation but good practice dictates that other uses (employment, community, amenity uses) would be closely aligned to where housing will be located… • Rural Housing… • Core Strategy must include the classification of rural areas required by 2005 guidelines – 40% of PA’s do not do this at present… • Evidence basis to be stated – advice will follow… • Local needs – must be able to support Core Strategy… • Strategic and Appropriate Assessments… • Need for screening…

Map of developments included in National Housing Development Survey • Stock of new un-occupied and nearly complete/partly complete housing needs to be factored in to Core Strategies • 23,000 new unoccupied houses • 10,000 nearly complete houses • 10,000 partly constructed houses • Spatial distribution: implications • Need to support build-out/resolution of existing developments in considering proposals for new developments

Other Provisions of 2010 Act: Strategic Planning • Section 14: provides an explicit link between Regional Planning Guidelines (RPGs) and the National Spatial Strategy (NSS)… • RPGs must be set within the policy context of the NSS (including population targets updated by the Minister from time to time)… • Section 15 enables Regional Authorities to make amendments to draft RPGs (in line with SEA Directive requirements)… • Section 16: Development Plan or a Local Area Plan must be consistent with RPGs in force in their area… • Sections 17-19: Regional Authorities have an explicit role in pre-draft and draft plan stages to ensure consistency as above and to inform the Minister of its views… • Section 22: Ministerial Directions on RPGs (previously in DTA Act)…

Local Area Plans… • Once Core Strategy is in place: LAP’s need to be examined for consistency and reviewed if inconsistent within 1 year of adoption of Core Strategy… • Section 12 raises, mandatory threshold for LAP’s from 2000 to 5000 persons… • Other towns/villages from 1500 to 4999 population planned for either by way of: • (a)Preparation of a “stand alone” LAP; or • (b) Inclusion of a zoning map and statement of objectives in the relevant Development Plan… • If no development: LAP review may be deferred for up to 5 years… • Section 67: No presumption re zonings remaining in any subsequent LAP…

Implementation of Forward Planning aspects of Act… • Department will work pro-actively with LA’s on implementation… • Laois and Sligo well advanced, Dublin Authorities: Network!! • Core Strategy variation simpler where County Plan doesn’t do zoning – developing and inserting the table is the key issue… • Circular on Core Strategies issued – further experience will be taken on board: revised Planning Guidelines on Development Plans 2011 under consideration… • Guidance on RPG Implementation issued… • DEHLG developing a GIS based system to track zonings across the 400+ development plans and LAP’s: DevPlanGIS during 2011… • National Housing Developments Survey – key data in developing Core Strategies…
