    2. Prevention of Unplanned Pregnancy Project Project Overview The Prevention of Unplanned Pregnancy Project (PUPP) is a unique partnership between The Larimer County Department of Human Services and the Department of Health and Environment.

    3. Prevention of Unplanned Pregnancy Project Project Overview Larimer County Department of Human Services allocates TANF dollars to the Larimer County Department of Health for : Family planning program outreach, education, and for the purchase of highly effective (and often expensive) contraceptives.

    4. Prevention of Unplanned Pregnancy Project Project Overview Allocated TANF funds allow for outreach, health education, and family planning clinic services with a focus on reaching: Low-income, un-insured and under-insured women of childbearing age Teens in need of reproductive health information and/or family planning services.

    5. Prevention of Unplanned Pregnancy Project The Goal To promote self-sufficiency for women and families in Larimer County by: reducing unplanned pregnancies and thus; reducing the number of individuals in need of TANF.

    6. Prevention of Unplanned Pregnancy Project Why Use TANF Dollars for Family Planning? Each public $1.00 to provide family planning services saves $3.80 for pregnancy related services and newborn care-most of which would be paid for by Medicaid. (Alan Guttmacher Institute) Family planning can help reduce the need for more costly social services and interventions.

    7. Prevention of Unplanned Pregnancy Project Why Use TANF Dollars for Family Planning? TANF dollars fill the gaps for women who: want highly effective, but often expensive, methods of birth control. can not get the method they want paid for by any other source.

    8. Prevention of Unplanned Pregnancy Project Outreach and Education January 2000-present Health Department’s family planning health education program has reached nearly 15,000 people in Larimer County.

Prevention of Unplanned Pregnancy Project Outreach and Education Community Organizations: Provide resource information for access to clinics Provide sexual health presentations Provide condoms and sexual health information Schools: Provide school based sexual health presentations Assist with science based sexuality curriculum development or review Provide teacher trainings and updates Advocate for comprehensive sexuality education

Prevention of Unplanned Pregnancy Project Outreach and Education Professional Training: Provide resources and information about family planning clinic services and topics to individuals who work directly with low-income women and teens. Advocacy and Presence in Community Speak Out! Young Women’s Journey Conference Northern Colorado Comprehensive Sex Educator’s Alliance School District Health Curriculum Advisory Boards

    11. Prevention of Unplanned Pregnancy Project Success of Project Increased knowledge and access to family planning services. 2006-25% increase in total family planning clients

    12. Prevention of Unplanned Pregnancy Project Larimer County Birth Rates Nationally, teen birth rates have been declining over the last decade. Colorado did not see the slight national increase that the U.S. experienced in 2006. Larimer County: Birth rates for 15-17 year olds went from 18.9 [births per 1,000] in 2001 to a twenty year record low of 9.8 in 2003.

    13. Prevention of Unplanned Pregnancy Project Success of PUPP Larimer County’s teen fertility rates have been consistently lower than the Colorado rates. Colorado: 21.0 (2002-2004) Larimer County: 13.5 (2002-2004) Larimer County’s teen fertility rate currently meets the MCH Healthy People 2010 goal, with a 22% decline since 2000. Partnership between county departments has encouraged more opportunities to connect with each other to help clients.

    14. Prevention of Unplanned Pregnancy Project Are TANF dollars available for your FP program? Quite possibly…ask! In many states and counties, TANF dollars can be allocated with much flexibility.
