  2. Preliminary Technical Determination (PTD) of Wetlands Done in the office using: • Archive of Imagery • Soils Maps • National Wetlands Inventory (NWI)

Wetland IdentificationNFSAM part 514.3 • Wetlands are identified through the confirmation of three diagnostic factors: • A predominance of hydric soil • The prevalence of hydrophytic vegetation • Wetland hydrology Wetlands must meet the definition of all three wetland factors (soils, plants, hydrology).

  37. Final Technical Determination • Upon further discussion with the producer, the trees that were cleared was a drainage ditch that existed before December 23, 1985. Imagery from 1985 confirmed that the ditch did exist before December 23, 1985. The CW+09 label was changed to PC.

  50. Minimum requirement to be labeled HEL • If a field is ≥ 1/3 HEL, or has ≥ 50 acres HEL, the field is labeled HEL • If a field labeled HEL is split, for one of the new fields to be labeled NHEL, the field must be 100% NHEL. There must be no net loss HEL from a field originally labeled HEL.
