New NQF Principles The New Zealand Qualifications Framework (NZQF) is designed to optimise the recognition of educational achievement and its contribution to New Zealand’s economic, social and cultural success. Hence the NZQF will list qualifications that: • convey the skills, knowledge and attributes a graduate has gained through completing a qualification • require the development of integrated and coherent qualifications • enable and support the provision of high-quality education pathways • enhance confidence in the quality and international comparability of New Zealand qualifications • contribute to the strengthening of Māori as a people by enhancing and advancing mātaurangaMāori • represent value for money, be sustainable and robust

  5. Qualifications development process • Governance • Advisory groups • Skills maps (needs analysis/strategic need) • Career pathways • Needs analysis – proof of need • Strategic purpose statement • Graduate profile • Qualification specifications • Submit approval to develop to NZQA • NZQA response • Registration

  8. Strategic purpose • Identifies why the qualification should be on the NQF. It must clearly identify: • Target group of learners • Industry of community that will benefit from the qualification • The standard at which the graduate will operate, within a defined scope of practice For example: The purpose of this qualification is to provide the plumbing sector with people who are suitably skilled as plumbing tradespersons and ready to apply for registration as a licensed plumber under the Plumbers, Gasfitters, and Drainlayers Act 2006.

  9. Graduate profile • A CLEAR AND EASILY UNDERSTOOD PICTURE OF WHAT A QUALIFICATION CAN DELIVER FOR BOTH EMPLOYERS AND LEARNERS • Outlines the capabilities of the graduate as a result of achieving the specified programme of study or training leading to the award of qualification. • It defines the minimum level of skills, knowledge, understanding and attributes a graduate awarded the qualification can demonstrate • What will they know, be and do? • See example over

  12. Sub sectors • Are the sub sectors – P/G/D? • Breakout sessions – “clean sheet” approach • What are the career pathways for each • What does the job profile look like? • What do they do (tasks)? – at a “high” level • What are the obvious skills? • Regulatory requirements • Where are the potential entry and exit points for the career pathways? • What qualifications (outcome measurements) are required/useful? • What is the strategic purpose of the quals? • What does a graduate profile look like for each qual?
