BACKGROUNDTashkent, Uzbekistan — Chicago, Illinois (1992-2000) Hospital Partnership Areas of Focus: Neonatology, Perinatology, Pharmacy Services, Women's Health The Partners • US Partners: The University of Illinois at Chicago (UIC) Medical Center is a major teaching institution that includes the UIC Hospital. UIC's Division of Neonatology is a WHO Collaborating Center in Neonatal and Perinatal Medicine. • NIS Partners: The Second Tashkent State Medical Institute (TashMI II) is one of the ten largest hospitals in the NIS and is the largest medical facility in Central Asia, providing a full range of inpatient and outpatient services in all disciplines. TashMI II is a major teaching facility, offering practical medical and nursing education for students from throughout Uzbekistan.

Partnership Objectives Hospital and Clinic Administration Expose hospital administrators and those managing outpatient programs to principles and practices of health care management and assist them in implementing measures to improve the efficiency and effectiveness of their health facilities and services.

  7. Partnership Objectives Nursing Development and Education Expose Uzbek nurses and their supervisors to the model of nursing care as practiced in the US. Promote the professional development of nurses in Uzbekistan through the establishment of nursing-specific journals and a professional association.Assist in the development of education programs to prepare Uzbek nurses to assume expanded roles. Provide guidance in the restructuring of the formal education of nurses and promoting higher education (college or university-level) for nurses.

Partnership Objectives Medical Education Promote improvements in the medical education of physicians, preparing them to function within a reformed health system which places greater emphasis on primary care and more adequate preparation of specialists. Restructure the education system for medical students. Improve testing procedures and the means of assessing the level of knowledge and skills gained by students during the educational process. Improve graduate medical education and continuing education programs for physicians.

BACKGROUNDSeptember, 1995 –December, 1998 AIHA, AUPHA Participation of the faculty in regional workshops «Health Services Management», «Health Care System Financing» organized by American International Health Alliance (AIHA) and the Association of University Programs in Health Administration (AUPHA).

BACKGROUNDDecember, 1998 – December, 2000 British Council, DFID, REAP Partnership with School of Management, Imperial College, University of London in Health Management for Development and implement a new area for training in Health Management in the undergraduate and postgraduate medical curricula, to train a new cadre of clinicians (and managers through short professional development courses) with know-how and skills in health management needed for the efficient management of the health system.

BACKGROUNDDecember, 1998 – December, 2000 British Council, DFID, REAP Strong and effective links were established between the partner institutions in areas of continued support for programme development and implementation activities, information exchange, development and supply of teaching materials, as well as personal communications.  Faculty exchanges have taken place in the Project. Four Imperial medical students undertaking the Intercalated BSc Degree in Management visited Uzbekistan (self-financed) to research health reforms. They undertook collaborative research with staff from TashMI-2 and made presentations to faculty and students.

BACKGROUNDDecember, 1998 – December, 2000 British Council, DFID, REAP • The following teaching programmes were developed according to the National Standard of Medical Specialties that was designed and approved by the Ministry of Education and Ministry of Health: • Management and leadership programme. This programme includes: lectures 20 hours, practical lessons 40 h., tutorials 24 h., self-directed work 6 h; total: 90 hours. The programme is designed for high qualification nurses. • Marketing of medical services. This programme includes: lectures 10h, practical lessons 30 h, project 20 hours, self-directed work 2 hours; total: 62 hours. The programme is designed for higher qualification nurses. • Management and leadership in health service settings. This programme includes: lectures 24 hours, practical lessons 50 hours, seminars 36 hours, individual work with teacher 30 hours, self-directed study 15 hours; total: 155 hours. The programme is designed for nurse-managers. • Management and leadership in medical care planning. This programme includes: lectures 32 hours, practical lessons 43 hours, seminars 36 hours, individual work with teacher 30 hours, self-directed study 15 hours; total: 156 hours. The programme is designed for nurse-managers. • Marketing and management of procurement activity. The programme includes: lectures 29 hours, practical lessons 41 hours, seminars 36 hours, individual work with teacher 25 hours, self-directed study 12 hours; total: 125 hours. The programme is designed for nurse-managers. • Entrepreneurship. The programme includes: lectures: 20 hours, practical lessons 32 hours, seminars 24 hours, individual work with teacher 25 hours, self-directed study 10 hours; total 120 hours. The programme is designed for nurse-managers. • New techniques in human resource management. The programme includes: lectures 14 hours, practical lessons 26 hours, seminars 12 hours, individual work with teacher48 hours, self-directed study 22 hour; total: 122 hours.
