EPICURO - Enhancing Urban Resilience for European Cities

EPICURO is a European project focused on promoting urban resilience to disasters and climate change. It aims to foster multi-actor cooperation, enhance knowledge, and increase policy and institutional commitment for building resilience in communities. The project will develop guidelines, pilot actions, and training programs to empower civil protection teams and engage citizens in creating more resilient cities.

  2. Generaloverview Policy area of activity: Prevention Priority covered: Pilot and demonstration projects with replication capacity focusing on urban resilience to disasters. Projects should build upon existing knowledge and good practices (e.g. resilient cities scoreboard and campaign, local resilience forums, local climate change adaptation strategies) Specific focus area: to promote the sharing of good practices in urban prevention and facilitate the access to specific knowledge and expertise on the issue of climate change adaptation, by involving a multi-actor partnership Starting date: 1/02/2017 Ending date: 31/01/2019 Duration in months: 24 Total project eligible cost: 885.083 EUR EC financial contribution requested: 663.812 EUR Project partners contribution: 221,271 EUR

Context • A wide range of natural disasters occur every year in Europe  strengthening transnational resilience capacities is crucial • Existing flood defence structures do not guarantee a sufficient protection level for people and properties • More holistic approach to flood risk management is required  flexibility and adaptability • Benefits of multi-actor partnerships and engagement in EU long term collaborative action on building resilience • Disaster Risks prevention phase can be performed by means of adequate territorial/urban policies • Community-centred approach is necessary • Effective resilience approach  an opportunity for adaptation to changing environments, empowerment, improved livelihoods and economic opportunities. ! EPICURO contains all the above listed features for the development of effective urban resilient strategies that can contribute to deliver positive impacts at EU level.

Purpose OverallObjectives The project aims to foster multi-actor transnational cooperation and enhance knowledge about technology solutions available to local communities, as well as to increase Civil Protection teams’ specialisation and enhance policy and institutional commitment for increasing public support and citizens’ capacities for building resilience within their communities. Specific objectives: • To detect EU and international best practices and technologies of urban resilience to disasters • To train civil protection teams on the most effective and efficient use of available technology • To actively involve policy-makers and decision-makers in the development of at least 1 pilot actions in each involved territorial entity • To inform and train citizens about the meaning of resilience and about how they can contribute to a more resilient city
