  1. WELCOME TO THE 2011-12 GIRLS BASKETBALL SEASON

  2. Headbands • Must be a single color, similar to the dominate color of the game jersey, white, black or beige. (3-7.1.a) • Excludes hard items including, but not limited to, barrettes, beads, and bobby pins. (3-7.1.e)

  3. Reminder of the concussion rule from last year: The NFHS Concussion Rule states, “Any athlete who exhibits signs, symptoms or behaviors consistent with a concussion (such as loss of consciousness, headaches, dizziness, confusion or balance problems) shall be immediately removed from the contest … • Sport official: Remove the athlete from the contest. The official is NOT responsible for the sideline evaluation or the management of the athlete once they have been removed from the game. The official does not have to receive any paper work clearing the player to return to the game.

  4. Knee Brace • Preferred way to cover it is by using a sleeve. • If a sleeve is unavailable then all hard surfaces must be properly covered by ½ inch thickness of slow rebounding foam. (3-9.4)

  5. Three-point line • Move the three-point line from its current distance of 19’9” to 20’9”. (1-7.1)

  6. Restricted Area • Add a restricted area arc three (3) feet from the center of the basket. (1-8) • A) Secondary defender/legal guarding position under the basket. Rule 10-1.12

  7. Officials’ jurisdiction • Officials’ jurisdiction begins 15 minutes before the game. One official must remain on the floor once jurisdiction begins. • 2-person mechanics manual states: All officials (2 or 3) must remain on the floor. (2-4.3)

  8. Player/substitute technical fouls • The penalty for all non-flagrant contact during a dead ball shall be two free throws and the ball awarded to the offending team. (10-3.1.c) • NYS Modification: All technical fouls are two shot and the ball at mid-court opposite the scorers table.

  9. Resumption of Play • If a team is not ready to play when the second horn sounds to end a timeout, the officials will: • 1) Formally issue one warning to the head coach and report the warning to the official scorer. • 2) When the same team subsequent is not prepared to play following the final horn, the official shall make the ball ready for play following the resumption of play rule. (4-57.2)

  10. Resumption of Play Procedure • 1. Give a long sharp blast of the whistle to indicate that play is about to begin. • 2. Verbally indicate the color of the team awarded the ball. • 3. Signal the direction of the team awarded the ball. • 4. Put the ball at the disposal of the thrower (put the ball on the floor if the offensive team is delaying or give the ball to the thrower if the defense is delaying).

  11. Delay of Game • If play is delayed after a timeout due to chairs or water being on the floor, the resumption of play procedure is not used for safety reasons. • When this occurs, the team is assessed a delay-of-game warning (FIRST OFFENSE), followed by an administrative technical foul (SECOND OFFENSE). (10-2.5.c)

  12. Administrative Technical Fouls • Administrative technical fouls shall not count towards the team foul count. (10-2)

  13. Correctable Error Appeal • An appeal for a correctable error may be made by a HEAD coach…. • Clarification, add the word HEAD coach. (2-12.6)

  14. Reporting of substitutes between quarters or extra periods • Substitutes between quarters shall be reported to the official scorer - before the signal that ends the intermission rather than before the warning horn. • If no substitutes are reported, then the five players from the previous period shall begin the next period. (3-4.2)

  15. Flagrant I Personal Fouls • Eliminate the use of the term “intentional personal foul” and replace it with “Flagrant 1 Personal Foul”. • This type of foul shall be a personal foul that is deemed excessive in nature and/or unnecessary. (4-29.2.c) • Penalty remains the same. (Appendix IV)

  16. Flagrant 2 Personal Foul • A “Flagrant 2 Personal Foul” shall be a personal foul that involves contact with an opponent that is not only excessive, but also severe or extreme while the ball is live. (4-29.2.c) • Flagrant 2 Personal Foul will replace last the old ruling of “Flagrant Personal Foul. • - penalties are still the same (Appendix IV)

  17. 10 second free-throw • The try for goal shall be attempted within 10 seconds after the ball has been placed at the disposal of the free-thrower at the free throw line. (8-3) • Mechanic: A visible flick of the wrist waist high10 second count to administer the free throw.

  18. Free throw positions during attempt • Players are permitted to occupy any (legal) vacant lane space designated for opponents when the opponent is not in that space, excluding the bottom two spaces. (8-1.4.c)

  19. Double foulsRule 10-1 Penalty b • Double foul - when one is a common foul and the other is either a Fragrant 1 or Flagrant 2 foul, both fouls will be penalized. • Old rule : Penalties will offset, no free throws. • New rule: Both will be penalized. Ball will go to the team offended by the Flagrant 1 or 2 foul.

  23. Pregame • Starts before you get to the game site. • Keep all information current (phone #’s) • Call your partner at least 48 hrs. before your game. • On the day of your game, call the host school to confirm game. • Show up at least 45 minutes to give yourself enough time to dress and have a thorough pregame conference.

  25. Personal Appearance • You never get a second chance to make a first impression. • Uniform for officials; • Black and white striped “V” neck short sleeved shirt. American Flag on left sleeve • Black: slacks, belt (beltless), socks, SHOES, shoestrings, jacket (with patch), whistle and LANYARD. • NO JEWELRY

  26. Officiating the Competitive Match Up • Two opposing players are in your area, and one is looking for the ball and the other is playing defense. You have a competitive match up. • To work this match up the official must be in position to “SEE BETWEEN THE PLAYERS”.

  27. MAKING A FOUL CALL • SHARP BLAST OF THE WHISTLE. • ONE HAND RAISED STRAIGHT OVER YOUR HEAD FIST CLOSED. (No bent elbows) • DROP THE WHISTLE FROM YOUR MOUTH. • MOVE TOWARD THE FOULER.

  28. Communicate • Identify the fouler - (Blue #5) • If shooting signal number of shots with the free hand. • Identify the shooter. • If non-shooting point to the throw-in spot. • Give preliminary when needed. Player or team control, etc • Communication should be both visual and verbal.

  29. Reporting the Foul • USE THE OFFICIAL WOMEN’S BASKETBALL SIGNALS • 1) Make eye contact with the scorer. • 2) Color • 3) Number - use two hands - hold it up in the “WINDOW” till scorer has the number. • 4) Signal the type of foul. • 5) Number of shots or where the ball is to be taken out.

  30. WINDOW • Starts from the top of your head. • Goes straight out to the shoulders width. • Down to about 3 or 4 inches below the chin and straight across.
