  • PLAR: Prior Learning Assessment Recognition
  • NFPA: National Fire Protection Association
  • Log Book: Hours of instruction logged in a book. Checked by NBCC and signed by the Chief or designate.
  • Professional Development: A program put on once a year, instructors must attend at least one every three years.
  • Passive Instructor: A qualified instructor but not active in the past two years.
  • Active Instructor: An instructor actively teaching.
  • In House Instructor: An instructor that can only teach to his/her department the weekly training programs and assist in the Firefighter I Practical. This instructor is not recognized to teach a certified course.
  • Proctor: A qualified instructor that is able to qualify another instructor approved by NBCC.

M.O.U. with Nova Scotia
  • NBCC Miramichi has a Memorandum of Understanding with Nova Scotia Fire Service Professional Qualification Board to provide the firefighters of New Brunswick a National Certification.
  • The board shall issue Nova Scotia Fire Service Professional Qualification Board certificates to New Brunswick firefighters using the NBCC Miramichi and the New Brunswick Fire Marshall logos.

  • Each regional association should have a training committee that would work with NBCC Miramichi to organize courses within their association.
  • This training committee would be a liaison between the different departments and NBCC Miramichi.
  • Together we would work on a training calendar for the following year. The training calendar would be posted on the NBAFC website.

Hiring Procedures
  • NBCC reserves the right to hire instructors of its choice.
  • NBCC will hire whenever possible, qualified instructors within the association where the course is being offered.
  • NBCC may hire more than one instructor to teach a course or even a block.
  • In order to be hired by NBCC, instructors must send their résumé and completed instructors package to NBCC’s training coordinator.
  • Because of administrative reasons we will need to know the name of the instructors and the hours that they will be teaching before the beginning of the course.
  • NBCC will pay instructors $21.00 per hour.

  • Instructors will need to have an instructors card and a logbook showing their capabilities to teach a course.
  • Instructors must keep their logbook up to date.
  • Instructors must take the required training sessions in order to retain their instructor’s card.
  • For instructor who will be teaching in their own fire department, towards a certified course their hours will be added to their log books.
  • An instructor that is providing training in his own department and is not teaching towards a certified course will not have his 16 hours allotted in his logbook.

  • There will be 8 hours prep. time allotted for the complete FFI course; each instructor will have to share these 8 hours.
  • If an instructor injures himself during a course he would be covered under our compensation package and that would be at a salary of $21.00 per hour.
  • When travelling, the instructors will be paid mileage from their Fire Department and not from their home. If the distance is less than 15 Km we will pay them $6.00 and if the distance is greater than 15 Km, we will pay the provincial rate which is 0.39 /km.

  • Our goal is to give the best suited qualifications to our Instructors to ensure quality teaching and delivery throughout the province.
  • The Instructors’ qualifications and roles are defined in accordance with NFPA 1041.

Instructor Responsibilities

Instructor Responsibilities
  • The instructor is certified by NBCC and acts as an employee of the college.
  • The instructor will organize and give training in class.
  • The instructor ensures that he or she fully understands the course objectives and theory.
  • The instructor will check the availability of the required technical material.
  • The instructor will inform the students of NBCC’s objectives for the courses. Students must receive a course outline (Student Notification Form).
    • This (Student Notification Form) will be provided by NBCC.

  • For assistance with regards to teaching, the instructor may refer to the training consultant at NBCC.
  • For administrative inquiries, the instructor refers to NBCC Fire Service Training coordinator.
  • Instructors must make a request to NBCC Fire Service Training Coordinator for each exam session needed.
  • The instructor will teach in accordance with NBCC policies.
  • The instructor will teach a minimum of 16 hours per year in order to preserve his or her active status.
  • Recertification is mandatory when there is a change in NFPA standards.

  • The instructor will assume his/her duties in a professional manner, without discrimination as to age, gender, religion, race, physical or mental disability, or sexual orientation.
  • The instructor will be punctual.
  • It is the responsibility of the instructor to submit their time sheets weekly (on each Thursday) and their expense reports bi-weekly.
  • Instructors will hand out a course evaluation sheet at the end of each block. The evaluation sheets are placed in an envelope by a student and then given to the instructor, who sends the envelope to NBCC.

    • Prerequisite:
      • Firefighter I for one year
    • Course Requirements:
      • 20 hour instructors course
      • 30 minute session with a NBCC qualified proctor or create a 30 minute video of a practical and/or theory session
      • Ability to conduct weekly training session for his/her department
      • Log book completed
      • Can not teach Firefighter I theory
      • Can assist Fire Chief with Firefighter I practical

  • NBCC Miramichi has records of Firefighter I examinations since1988
requirements for certification
Requirements for certification
  • All participants must follow the policies and procedures established by NBCC.
  • Candidates must be 18 years and over to receive a certificate.
  • Candidates who are not 18 can write the exam, providing they will turn 18 before the end of the course.
  • The pass mark for the exam is 60%.
  • The logbook must be completed and signed by the chief or by his or her designate.
  • The candidate must have a valid first-aid certificate.
  • The candidate must have taken the Workplace Hazardous Materials Information System (WHMIS) and Workplace Health and Safety Compensation Commission (WHSCC) courses.

Exams

  • Written examinations are required for each block leading to a certification.
  • Proctors approved by the Office of the Fire Marshal may administer the exam.
  • The Office of the Fire Marshal is responsible for the validity and security of the exam database.
  • The questions will be drawn from reference books approved by NBCC.
  • A new exam must be generated from an approved exam bank on a yearly basis.
  • There must be at least three different exams available for each block leading to a certification.

  • Each exam question must be analyzed regularly in order to verify its validity and reliability. The reliability of the questions should be verified with the help of reports produced by the LXR software.
  • Questions that are invalid or unreliable should be removed from the database.
  • Questions removed should be replaced by valid ones covering the same objectives.
  • NBCC Miramichi will retain each candidate’s results and files in a database indefinitely or until the program is no longer available.

Registration
  • NBCC application forms will be used to register students for the different courses offered by NBCC Miramichi.
  • Candidates must be sponsored by their Fire Chief in order to be accepted in the different courses.
  • All candidates must complete the application forms for each course for which they are applying. Writing must be legible; otherwise, the applications will be returned.
  • The names affixed to the certificates shall be the same as those written on the registration forms.

  • Candidates will receive their certificates in their language of choice, English or French, according to the language on their registration form.
  • If the course is full, the candidates will be notified by their association and their applications will be kept in case of any cancellations. If there are no cancellations, the candidate must re-apply for a subsequent course.
  • Candidates must notify NBCC or the Association immediately if they wish to cancel their participation in a course.
specialized courses
Specialized Courses
  • For specialized courses, tuition may be required upon registration; if the candidate does not notify NBCC that he or she will be absent at least 14 days before the start of the course, this tuition will be retained.
  • At least 15 students are needed to start a course.
  • The number of students will be limited to 18 in order to maintain the quality of teaching.
  • Candidates will be referred by the different associations, which shall ensure that the candidates are distributed equitably over their territory.

Attendance in class
  • Instructors are responsible for taking attendance in class.
  • An attendance sheet will be provided by NBCC to the instructors prior to the beginning of the course.
  • NBCC must provide the instructor with a list of participants before the start of the course.
  • The attendance report will be returned to NBCC at the end of the course but before the exam.
  • Attendance at seminars and courses is mandatory in order to pass the course.
  • An absence from class does not release the student from the obligation to complete the work required for the course.
  • Missing more than 15% of classes without notifying the instructor will lead to an incomplete grade and the student will not be allowed to write the exam.

  • Cheating or participating in cheating will lead to immediate suspension from a course and a mark of 0.
rewriting an exam
Rewriting an exam
  • An exam rewrite cannot be granted more than one year from the date of the initial exam.
  • The same exam cannot be written more than three times.
  • Each time that a student writes an exam he will be issued a different exam.
  • If the student fails the exam rewrite a second time, the course block in question must be done over.

  • Instructors must make a request to NBCC Fire Service Training Coordinator for each exam session needed.
  • A new application is required for each exam.
  • Applications must be made at least 10 business days in advance.
  • Organizations applying for exams are responsible for providing the specialized equipment required and a satisfactory room.
  • Candidates must pass the written exam before being eligible for the practical exams.
  • A Proctor approved by the Office of the Fire Marshal may be designated to administer an exam.
  • The Proctor must follow the instructions of the Office of the Fire Marshal concerning administration of the exams.
  • Upon receipt of a request for an exam session from NBCC, the Office of the Fire Marshal must confirm and provide the exams requested within the next 10 business days.

  • The Office of the Fire Marshal shall correct and mark the exams.
  • The exam results will be sent by NBCC to the individuals or organizations concerned no more than 10 business days after the exam session.
  • The exam results will not be released by telephone or fax.
  • The results shall be released only to the candidates concerned, unless they have signed the release form, giving NBCC permission to release this information to a third party.

Re-evaluation of an exam

  • The results may be appealed.
  • To have an exam re-evaluated, an application must be made in writing within 30 days of the exam.
  • An appeal must include the following information:
    • Name of the candidate with identification number
    • Date of the exam
    • Type of exam (written or practical)
    • Reasons for the appeal
  • Questions on a written exam may be contested during the exam session.
  • Any such occurrence shall be documented and reported to the exam co-ordinator.
