  2. Information system Go-Procure Definition: Information system for the electronic publication of the Public Procurement notices. Types of notices: • Procurement notice • Contract award notice • Cancelation notice • Additional notice for Competitive request • International notice • Correction notice for all types of notification

Go-Procure information system is created out of four main modules: First module (Cotracting Authority module): Registered operators can do the following: • On-line module with online forms, where contracting authority operators can complete procurement data in several types of notifications. • Operators can run various statistical data about all types of published notifications.

Second module (Official journal module): Unregistered operators can do the following: • Off-line module, where contracting authority operators can complete procurement data on predefine paper version regarding several types of notifications. • Official journal operators enter that data in online forms for that Contracting Authority (only for CA wich does not have internet access).

  7. Third module (Public Procurement Agency module): Reporting operators can do the followings: 1. Prepare large number of predefine reports such as: • Total number of notification depending on type of notification, • Total number procurement notices depending on type of procedure, • Total number contracting award notices depending on type of contract, etc. Administrators can do the followings: 2. Prepare large number of Ad Hoc reports

Fourth module (Suppliers module): Public portal for published notifications allows: • Simple search: Some parameters for filtering published notices, eg. subject of contract, type of contract, type of notices, etc. • Advanced search: All other parameters which one can find in form fields wherby it make sense to perform search. Public ProcurementPortal displays allpublished noticesand links to other noticesdefined by a unique method of procurement.

  10. From 1st september 2011, Go-Procure information system started with its operation. Since than, we have the following few statistics: Picture 4 – Totalnumber of notifications by module

Now we are in the process of upgrading Go-Procure Information system, which implies the following: • Publishing International notices to TED (Tender Electronic Daily), website of the EU, • Publishing (upload) Tender documentation, • Registration in IS for economic operators, • Managing Question/Answer session (Only registered economic operators can ask questions). • E-access to tender documentation (Only registered economic operators can download the tender documentation).

Advantages of Go-Procure Information system: • Process of conducting public procurement procedures is much more transparent; • The possibility of keeping a various of statistical reports on the implementation of public procurement procedures; • The process of conducting proceedings is optimized in terms of time consumption and human resources; • The price of notice publication in the Official journal is reduced; • By developing this IS the first step of e-Procurement was completed (e-Notification), and it created conditions for development of next step, e-Tendering.

  15. Information system WisPPA Definition: WisPPA (Web information system for Public Procurement Agency) - Information system for submitting reports of the public procurement procedures. The legal obligation to submit reports for all public procurement procedures that resulted in the conclusion: • Contract • Framework Agreement • Direct Agreement

Advantages of WisPPA Information system: • Much morefaster, simpler and more reliable process of submitting the report, • Errors are reduced to a minimum – implemented validation on all web forms – implemented control and notifications during submitting reports process. • Savings (paper, toner, postage, ...) • Possibilityof keeping records and analysis for: - Spending of Public funds - monitoring -Spending of Public funds - statistics
