  2. Records used by PIU • Evidence of sectors with their mapping (GPS and GIS); • Evidence of polygons; • Evidence of all measurements; • Evidence of monitoring indexes; • Evidence of volume accumulation and carbon; • Other evidences necessary for the process of implementation.

  3. Steering Committee Primary goals of Committee are: • Coordination of activity on implementation, control and monitoring of MSCP and PCFD; • Approval of distribution of financial resources, allocated by Carbon Prototype Fund according to calculated rates on CO2 emissions reductions; • Examination and approval of reports submitted to PIU; • Coordination of audit reports of PIU;

  4. General structures of responsibilities under MSCP • Project Coordinator; • Forest Fund, Guard and Protection Division; • Forest Research and Management Institute; • Forestry Units participating at the project; • Mayoralties/local councils which offered lands for afforestation.

  5. Competence of participants involved in the MSCP implementation Project coordinator: • Coordination of activities of implementation, control and monitoring of the project; • Organization and running of meetings of Coordinating Committee; • Information of “Moldsilva” Agency about project implementation. Forest Fund, Guard and Protection Division: • approval of plans on implementation of annual plantations;; • approval of projects on forest crops; • providing and repartition of reproductive forestry material among enterprises; • supervision of planting and maintenance for forest crops; • approval of annual technical receptions and inventories of forest crops;

Competence of participants involved in the MSCP implementation PIU • Evidence and mapping of every sector using GPS and GIS; • Supervision of stipulations observance of planting projects, techniques and technologies; • Establishment of polygons and methodologies on necessary management within the framework of the project; • Monitoring at initial stage and at V, X and XV years (social and carbon); • Verification of annual receptions and inventories of plantations; • Preparation for verification by third persons at the initial stages and at further stages (I, V, X and XV years); • Elaboration and submission of annual reports to corresponding organizations; • Organization of seminars and trainings within the framework of the project.

Competence of participants involved in the MSCP implementation Forestry Units : • Identification of plots, signing of agreements with stakeholders; • Development of projects for forest planting; • Site preparation and planting; • Technical reception of plantings; • Annual control of regenerations/forest crops (inventory); • Completion (recovery) of forest crops;; • Tending activities and maintenance of forest crops; • Insurance of guard and protection of forest crops.

  8. Competence of participants involved in the MSCP implementation Local councils • Examination of afforestation of degraded lands at the meeting of local Council, and of other lands with forestry vegetation used for different protective purposes; • Allocation of lands under afforestation; • Participation at inventory of forest plantations; • Contribution into the implementation of agreements signed with forestry units

DOCUMENTS CONFIRMING LEGALITY AND OPPORTUNITY OF ACTIVITIES WITHIN MSCP • Decisions of local mayoralties/councils on allocation of lands for afforestation • Contracts signed between communities and forestry units on temporally management of lands allocated for afforestation • Additional contracts concluded between communities for completion of principle contracts • Sketches of sectors under the project • Use categories for lands within the framework of project according to situation from 31.12.1989 and 15.03.2003 • Extracts from Government’s decisions on allotment of lands included into the project for management • Acts on receiving-transmission of lands included in the project, including lands for temporally ownership
