  2. Guidelines for ALMA Operations • ALMA is a service observing facility, for which the scientific demand will be very high. The astronomer is not normally required to be present when his/her observations are executed. • ALMA operational activities in Chile are limited to what is required to acquire, certify and archive the scientific data of the scientific teams proposing observations; this includes certain business functions and other activities requiring proximity to the array. For safety reasons, the number of ALMA staff working at the array site at 5000 meters elevation must be kept to an absolute minimum. • The main interface between the user communities and ALMA is through the Regional Centers (ARCs), including proposal handling and support for data reduction and archival research. • Maintenance, Repair and Development work on hardware and software is contracted to the Executives.

  3. Baseline plan for the relation of Operations to Construction From the ALMA Project Plan • Hardware delivered will be integrated, verified, and commissioned subsystem module-by-subsystem module. Once commissioned, each subsystem module will be placed into service in the operating array. • The initial complement of the ALMA operations team must be in place at the OSF and on the array site at the time the first array subsystem modules are commissioned.. • The details of the scientific operations plan need to be refined and implemented at the time the first few antennas arrive on site.

  4. ALMA Operations Staffing—by Employer • International Staff Who are employed by ESO, NRAO or NAOJ and seconded to ALMA operations in Chile. (35 in 2013) • Local Staff Who are employed through AUI/NRAO under Chilean labor laws in a manner decided by the ALMA Board. (191 in 2013) • Contract Services Staff Individuals performing services under service contracts with ALMA. These people are not employed directly by ALMA or the Executives. (144 in 2013) • ARC Operations Support Staff Staff at ALMA Regional Centers providing operations and community support (51 in 3 ARCs in 2013)

  5. Plan for Overlap in Time with the Construction Project • The plan for ALMA operations needs to be made consistent with the plans assumed for it in the ALMA construction plan. That is, the ramp-up with time of the ALMA operations staff needs to be planned consistent with the assumptions being made in the construction project. • This process has been started, but needs to be planned in more detail when main JAO operations staff (Head of Technical Services, Head of Science Operations, Project Scientist) are in place. • A plan for staffing of the commissioning effort needs to be melded with the construction and operations plans. • Plan presented by R. Laing was developed to be consistent with current operations plan. • There will be a time when all three staff—construction, commissioning and interim operations—will be on site at the same time. Their collective space requirements will exceed that needed for full ALMA operations.

ALMA Development Plan • Long-range development plan • 2008 solicit community input • Future ALMA science drivers (“2020 vision”) • What new capabilities does ALMA need to address these science drivers? • ALMA-wide plan 2009 • executives and JAO work together to estimate initial costs • Board, with input from ASAC, reviews the plan, provides policy guidance to generate scientific vision with both long-term and short-term projects • Funding agencies sign-up to approved plan via ALMA Board

  18. Board Decisions on Operations • Automatic generation of images: • At the start of early science, there may not be enough data to make a full pipeline analysis possible. Also, the ALMA staff needs to check the correctness of the pipeline results. After 1 to 2 years of early science operation the pipeline should be a reliably working system. • Director’s Discretionary Time • No Director’s Discretionary Time is foreseen. All of the ALMA time belongs to the executives. • Data proprietary period • This will be 1 year starting with the end of the program. Special cases could be considered in exceptional circumstances.
